<h4 class="has-text-color wp-block-heading" style="color:#005caf"><strong>US CONGRESSMAN INTRODUCES LEGISLATION CALLING FOR US-TAIWAN DIPLOMATIC RELATIONS AND END TO ONE CHINA POLICY</strong></h4>

<p>On Wednesday, June 20, United States Congressman Dana Rohrabacher (R-CA), introduced a resolution (H.Con.Res.124) in the U.S. House of Representatives, calling on the United States government to resume diplomatic relations with Taiwan and to abolish the U.S. One China Policy.</p>



<p>Rep. Rohrabacher is a longtime supporter of Taiwan and a founding co-chairman of the Congressional Taiwan Caucus.</p>



<p>The resolution concludes that: </p>



<p>“(1) the President should abandon the fundamentally flawed ‘‘One China Policy’’ in favor of a more realistic ‘‘One China, One Taiwan Policy’’ that recognizes Taiwan as a sovereign and independent country, separate from the Communist regime in China;</p>



<p>(2) the President should begin the process of resuming normal diplomatic relations with Taiwan;</p>



<p>(3) the President, the Permanent Representative of the United States to the United Nations, and other relevant United States officials should aggressively support Taiwan’s full participation in the United Nations and any other international organization of which the United States is a member, and for which statehood is a requirement for membership.”</p>



<p>Of the five countries in the world that the United States government currently does not diplomatically recognize (Syria, Iran, North Korea, Bhutan and Taiwan), Taiwan is the only full-fledged democracy.</p>



<p>Similar resolutions were introduced in 2005 by former Congressman Tom Tancredo (R-CO), on 2007 and in 2009 by former Congressman John Linder (R-GA), and in 2012 and 2013 by Rep. Michael McCaul (R-TX).</p>



<p>Furthermore, the resolution affirms that the Taiwan Relations Act and the Six Assurances form the cornerstone of United States-Taiwan relations and establishes “the reality that Taiwan has functioned as an independent and sovereign country for over half a century.”</p>



<p>In a Commentary piece in the Wall Street Journal of January 17, 2016, current National Security Adviser John Bolton wrote: “The new U.S. administration could start with receiving Taiwanese diplomats officially at the State Department; upgrading the status of U.S. representation in Taipei from a private “institute” to an official diplomatic mission; inviting Taiwan’s president to travel officially to America; allowing the most senior U.S. officials to visit Taiwan to transact government business; and ultimately restoring full diplomatic recognition.”</p>



<p>FAPA President Mike Kuo states: “The Taiwanese people brought about their momentous transition to democracy some thirty years ago, but US policy did not adapt to that new reality. By normalizing relations with Taiwan, the United States would set a shining example for other countries to emulate.”</p>



<p>Dr. Kuo concludes: “The resolution also reflects the growing sense within the U.S. Congress that the United States “One China Policy” is more and more untenable, as it is out of touch with the unmistakable reality that Taiwan is a free and democratic nation that deserves to be accepted as a full and equal member in the international community. The time is now to move towards a more realistic and practical ‘One China, One Taiwan’ policy.”</p>

<p>美國羅拉巴克眾議員(Dana Rohrabacher, R-CA)&nbsp;於6月20日星期三在眾議院提出一決議案，呼籲美國政府與台灣恢復外交關係並揚棄一中政策。</p>



<p>羅拉巴克議員長期支持台灣，並為國會台灣連線的共同發起人之一。</p>



<p>該提案促使美國總統：<br>(1)揚棄大有瑕疵的一中政策，改採符合現狀的「一中一&nbsp;台」政策以承認台灣為一主權獨立國家，有別於共產中國；<br>(2)&nbsp;著手準備與台灣恢復邦交的相關程序；<br>(3)積極支持台灣完全參與聯合國「及要求有國家身份以入會的任何國際組織。」</p>



<p>美國政府目前在外交關係上，不承認五個國家:&nbsp;敘利亞、&nbsp;伊朗、北韓、不丹及台灣。&nbsp;其中只有台灣是發展成熟完備的民主國家。</p>



<p>長期支持台灣的前任科羅拉多州共和黨唐克多眾議員(Tom Tancredo, R-CO)曾在&nbsp;2005年與2007年中兩度提出相似的決議案。亦為台灣強力支持者的喬治亞州共和黨林德眾議員(John Linder, R-GA)，也於2009年未退休前提出類似提案。2012與2013年德州共和黨麥考眾議員(Michael McCaul, R-TX)&nbsp;也曾提出類似決議案。此外，該提案重申台灣關係法及六項保證為美台關係的基石，並闡述「台灣在過去半個多世紀是以一個獨立並擁有主權的國家在運行的事實。」</p>



<p>現任國安顧問約翰波頓曾於2016年1月17日投書華爾街日報主張：「美國政府可以開始在國務院正式接待台灣外交官，將美國駐台機構從私立協會升格為官方大使館，邀請台灣總統正式訪問美國，准許美國資深官員訪問台灣辦理政府業務，以及最終全面與台灣恢復邦交。」</p>



<p>台灣人公共事務會會長郭正光博士表示：「台灣人民在30多年前經歷重大民主轉型，但美國的政策從未因應該時勢而調整。美國如能採納較反應現況實際的『一個中國、一個台灣』政策，並將對台灣關係正常化，將為其他國家樹立良好的典範。」</p>



<p>郭正光博士最後總結道：「此提案反映了美國國會中，越來越多人認同『一中政策』已不合時宜，並背離台灣為自由民主國家，應被國際社會接受為其平等及完整的一員的不爭事實。現在正是採取一個更務實且符合現狀的&nbsp;『一個中國一個台灣政策』的時機。」</p>

<p>Today, on March&nbsp;16, 2018, President Trump signed the Taiwan Travel Act (TTA – H.R.535/S.1051) into law.</p>



<p>The binding Taiwan Travel Act legislation states that Congress finds that: “Since the enactment of the Taiwan Relations Act, relations between the United States and Taiwan have suffered from a lack of communication due to the self-imposed restrictions that the United States maintains on high-level visits with Taiwan.” </p>



<p>It concludes that: “the United States Government should encourage visits between the United States and Taiwan at all levels.”</p>



<p>Members of the U.S. House of Representatives Steve Chabot (R-OH), Brad Sherman (D-CA), and chairman of the House Foreign Affairs Committee Rep. Ed Royce (R-CA) had introduced the Taiwan Travel Act in the House on January 13, 2017. When it passed the floor of the House of Representatives unanimously on January 9, 2018, the bill enjoyed the co-sponsorship of 81 members of Congress. </p>



<p>The TTA was introduced in the Senate on May 4, 2017, as S.1051 by U.S. Senators Marco Rubio (R-FL), Sherrod Brown (D-OH), Jim Inhofe (R-OK), Bob Menendez (D-NJ), Cory Gardner (R-CO), and Gary Peters (D-MI.) At SFRC passage it enjoyed the further co-sponsorship of Senators Ted Cruz (R-TX) and Ron Wyden (D-OR.) It unanimously passed the floor of the Senate on February 28.</p>



<p>FAPA President Mike Kuo states: “We are very grateful to Senator Rubio for leading the charge in the Senate on this very important issue, and to the Senators that co-introduced the bill.”Dr. Kuo concludes: “This is a memorable and great day in U.S.-Taiwan relations. <p>「台灣旅行法」是具有國會約束力的法案，它明確指出美國國會認為「自從台灣關係法制定後，由於美國自身對於台灣高層訪美的自我設限，台灣與美國始終缺乏有效的溝通，顯著地阻礙了台美關係的發展。」因此，作為結論，「美國政府理應當促進美國與台灣之間所有層級的互訪。」</p>



<p>眾議院成員夏波(Steve Chabot，R-OH)、薛爾曼(Brad Sherman，D-CA)，和外交委員會主席羅伊斯議員(Ed Royce，R-CA)在2017年1月13日共同在眾議院提出台灣旅行法。該法案在今年1月9日在眾院無異議通過時，享有81位眾議員的連署支持。</p>

<p>Today, on February 28, 2018, the Senate unanimously passed the Taiwan Travel Act (TTA – HR535) sending the binding legislation to the White House for a signature by President Trump signing the bill into law. On February 7, the&nbsp;Senate Foreign Relations Committee had unanimously passed the Taiwan Travel Act, clearing the bill to go to the Senate floor. </p>



<p>The binding Taiwan Travel Act legislation states that Congress finds that: “Since the enactment of the Taiwan Relations Act, relations between the United States and Taiwan have suffered from a lack of communication due to the self-imposed restrictions that the United States maintains on high-level visits with Taiwan.”</p>



<p>It concludes that: “the United States Government should encourage visits between the United States and Taiwan at all levels.”</p>

<h4 class="wp-block-heading"><strong>FAPA Applauds Passage of WHO Bill in House Asian Subcommittee</strong></h4>



<p>On July 27, the Subcommittee on Asia and the Pacific of the U.S. House of Representatives unanimously passed H.R. 3320, “to direct the Secretary of State to develop a strategy to regain observer status for Taiwan in the World Health Organization, and for other purposes.”</p>



<p>The bill was introduced on July 19 by Representatives Ted Yoho (R-FL), Edward Royce (R-CA), Eliot Engel (D-NY), Brad Sherman (D-CA), Steve Chabot (R-OH), and Gerald Connolly (D-VA).</p>



<p>The U.S. Congress has been advocating for close to two decades that the U.S. administration take action to ensure Taiwan’s participation in the WHO. Regrettably, these initiatives are increasingly blocked by the rising influence of China in the WHO and other global bodies. As a major transport and shipping hub in the Asia Pacific region, with enormous volumes of people and goods passing through on a daily basis, Taiwan’s exclusion creates a dangerous gap in the global health and safety information network.</p>



<p>FAPA has been campaigning for Taiwan’s inclusion in the WHO since the late nineties. In 1998 then Ohio Representative Sherrod Brown and Steve Chabot for the first time introduced legislation expressing the sense of the Congress that: “(1) Taiwan should be represented in the World Health Organization; and (2) it should be U.S. policy to support Taiwan’s representation in the Organization.” The next year, Senator Frank Murkowski (R-AK) introduced similar legislation in the Senate.</p>



<p>That campaign culminated in binding bills being passed in both Houses in 2004 authorizing the Secretary of State to: (1) initiate a U.S. plan to endorse and obtain observer status for Taiwan at the annual week-long summit of the WHO in Geneva, Switzerland; and (2) instruct the U.S. delegation to Geneva to implement such plan.</p>



<p>FAPA President Peter Chen says: “It is an utter disgrace that China continues to play politics with the lives of the people of Taiwan. Taiwan’s participation in the annual WHO meeting in Geneva is solely in the hands of the PRC. It is equally disappointing that the WHO itself maintains a hands-off approach.”</p>



<p>Earlier this year, in an op-ed in the Taipei Times and the Liberty Times, FAPA President Peter Chen recommended that the U.S. State Department tell the Chinese that if they do not let Taiwan join the annual WHO meeting in Geneva, the U.S. should send Secretary of Health and Human Services Tom Price to Taipei to observe Taiwan’s first rate health care system. And, along these lines, if China does not allow Taiwan to join the annual ICAO meeting, the U.S. should send Secretary of Transportation Elaine Chao to Taipei, etc…</p>



<p>Most recently, former chair of the House Foreign Affairs Committee U.S. Representative Ileana Ros-Lehtinen, wrote to Secretary of Health and Human Services Tom Price on May 5 requesting Secretary Price’s assistance in “ensuring that Taiwan receives an invitation from WHO to join this month’s WHA and encourage you to visit Taiwan in the near future to discuss opportunities to collaborate, to our mutual benefit, on public health protection measures.”</p>



<p>FAPA’s grassroots strength manifests itself in for instance FAPA’s Georgia chapter’s close contacts with HHS Secretary Tom Price. The chapter has regularly met with Price from the days when he was a Representative.</p>



<p>Similarly, FAPA’s Gainesville, FL chapter established a relationship with chairman of the Subcommittee on Asia and the Pacific of the U.S. House of Representatives, Rep. Ted Yoho (R-FL) right after Yoho was elected in 2012.</p>



<p>FAPA Gainesville chapter member Dr. Shih-Wen Huang explains: “In that very first meeting, we told Congressman Yoho that Taiwan deserves full membership in the WHO. But to start with, we asked him to support Taiwan’s observer status to the WHA. In subsequent meetings, we continued to ask for his support to get Taiwan into the WHO leading to full WHO membership.”</p>



<p>FAPA President Peter Chen concludes: “It is ironic that the WHO sets forth as its mission that “the enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being” when the people of Taiwan are left out in the cold and left to fight their battle against diseases alone.”</p>



<p>During the mark-up hearing, chairman Yoho stated that: “Taiwan punches above its weight when it comes to global health.” Rep. Brad Sherman added: “You can’t exclude Taiwan when you are fighting global health problems.” In a prepared statement provided to FAPA, Rep. Steve Chabot concluded: “I believe it would behoove our partners around the world to give Taiwan a seat at the table.”</p>

<h4 class="wp-block-heading"><strong>台灣人公共事務會樂見亞太小組通過世界衛生組織法案</strong></h4>



<p>在7月27日，眾議院亞太小組無異議地通過H.R. 3320法案—「指示國務卿規劃策略以協助台灣重新取得世界衛生組織（WHO）觀察員地位，與其他目的。」</p>



<p>這項法案在7月19日由眾議員約霍(R-FL)、羅伊斯(R-CA)、恩格爾(D-NY)、薛爾曼(D-CA)、夏波(R-OH)，與康諾里(D-VA)提出。</p>



<p>美國國會已經倡議近二十年，呼籲美國政府作出行動以確保台灣能參與世界衛生組織。很不幸地，隨著中國在世界衛生組織與其他全球機構的影響力與日俱增，這些努力與行動逐年付諸流水。台灣作為亞太地區交通與運輸的主要樞紐，每日都有豐厚的貨物與人力穿梭；排除台灣造成了世界健康與安全資訊網絡中很大的一個漏洞。</p>



<p>台灣人公共事務會(FAPA)自九零年代末期就開始為台灣加入世界衛生組織倡議。在1998年，兩位俄亥俄州眾議員─共和黨夏波和民主黨布朗第一次提出闡述國會共識的法案：</p>



<ol class="wp-block-list"><li>台灣應該要進入世界衛生組織；以及</li><li>美國政策應當支持台灣參與世界衛生組織。</li></ol>



<p>隔一年，參議員穆考斯基也在參議院中提出了一項類似的法案。這樣的倡議最終在2004年成功促成了一項在兩院中通過的法案，授權國務卿1. 在美國啟動一項計畫，讓世衛組織在日內瓦、瑞士的年度會議上批准和授予台灣觀察員地位； 以及 2.指示美國代表前往日內瓦執行該項計畫。</p>



<p>FAPA會長陳正義說道：「中國持續地以政治手段玩弄台灣人民的性命，他們應該感到羞恥。現在唯一阻礙台灣參與日內瓦世界衛生大會的就只有中國的打壓而已。同樣令人失望的是，世界衛生組織竟然在這樣不公平的對峙中銷聲匿跡。」</p>



<p>今年稍早，陳正義在自由時報與英文的台北時報(Taipei Times)的專欄中建議美國國務院告訴中國，若他們不讓台灣參與一年一度在日內瓦舉行的世界衛生大會，美國就會派其衛生與公眾服務部長普萊斯至台灣參觀摩台灣一流的醫療照護系統。以此類推，若中國持續阻擋台灣參與國際民航組織（ICAO），那麼美國就應該派美國運輸部長趙小蘭至台北。</p>



<p>在今年的5月5日，美國眾議院外交事務委員會前任主席蘿絲蕾婷娜眾議員便曾寫信給普萊斯部長，呼籲他協助台灣「確保台灣能夠收到世界衛生組織大會的邀請函，並且鼓勵你盡早拜訪台灣，商討台美在公共衛生上的台美合作可能性、共同利益與保護措施。」</p>



<p>FAPA的草根能量也在這個議題中發揮得淋漓盡致，例如FAPA喬治亞分會一向都與普萊斯部長保持友好關係，在他還是國會議員的時候便常定期拜訪他、討論台灣相關議題。</p>



<p>類似的力量也在FAPA北佛州分會中展現，該分會從2012年起，就與剛當選的眾議院亞太小組的約霍眾議員(R-FL)維持極為良好的關係。分會成員黃碩文先生解釋道：「在我們第一次與約霍議員碰面的會議裡，我們就向他提出，台灣應該得到世界衛生組織的完整會員資格。作為第一步，我們要求他支持台灣以觀察員身分參與世界衛生大會。在後續的會議裡，我們也持續呼籲他支持台灣以會員身分加入世界衛生組織。」</p>



<p>FAPA會長陳正義以此作結：「最諷刺的是，世界衛生組織的組織目標宣稱『享有可達成的最高健康水準是每個人的基本權利之一』，但台灣的人民卻被冷冰冰地拒之於門外，孤獨地與疾病奮戰。」</p>



<p>在法案聽證會上，主席約霍強調：「台灣雖然小，但是在全球衛生扮演的角色卻是舉足輕重。」薛爾曼眾議員更補充道：「若是想要解決全球的健康醫療問題，就不能把台灣排除在外。」在夏波眾議員提供給FAPA的聲明中，他如此作結：「我認為幫助台灣坐上會議桌，我們的所有盟友都責無旁貸。」</p>

<h4 class="wp-block-heading"><strong>U.S. Senators Call For Lifting Of All Restrictions On High-Level Visits From Taiwan Including The President</strong></h4>



<p>Today, May 4, 2017,&nbsp;U.S. Senators Marco Rubio (R-FL), Sherrod Brown (D-OH), Jim Inhofe (R-OK), Bob Menendez (D-NJ), Cory Gardner (R-CO), and Gary Peters (D-MI) introduced&nbsp;<a href="https://www.rubio.senate.gov/public/_cache/files/7709da2b-7b59-4dda-8f0c-55d128d3960a/2D3D3EA9F631D08F766202C8D848E63F.taiwantravelact.pdf#_blank">the Taiwan Travel Act</a>, legislation that encourages visits between U.S. and Taiwanese officials at all levels.</p>



<p>The “Taiwan Travel Act” is binding legislation that concludes that&nbsp;“the United States Government should encourage visits between the United States and Taiwan at all levels.”&nbsp;Earlier, on January 13, 2017, i.e. the very same day that Taiwan’s democratically elected president Tsai Ing-wen stopped over in San Francisco on her way home from South America, Representatives Steve Chabot (R-OH), Brad Sherman (D-CA), plus House Foreign Affairs Committee chairman Rep. Ed Royce (R-CA) introduced the “Taiwan Travel Act” in the House of Representatives.</p>



<p>The bill states that Congress finds that: “Since the enactment of the Taiwan Relations Act, relations between the United States and Taiwan have suffered from a lack of communication due to the self-imposed restrictions that the United States maintains on high-level visits with Taiwan.”</p>



<p>It concludes that: “the United States Government should encourage visits between the United States and Taiwan at all levels.”</p>



<p>Former Republican candidate for president Rubio is a long-time Taiwan supporter and member of the Senate Taiwan Caucus. The Senator introduced and passed a resolution in the spring of 2016, affirming the Taiwan Relations Act and the Six Assurances as the cornerstone of U.S.-Taiwan relations. When Taiwan President Tsai Ing-wen transited through Miami on her way to Panama in June 2016, Senator Rubio came to meet with President Tsai in her Miami hotel.</p>



<p>FAPA President Peter Chen states: “While the bill is before Congress, the current administration sending a U.S. cabinet member to Taiwan would clearly demonstrate the closeness of the long-time excellent and very strong U.S.-Taiwan relationship.”</p>



<p>Mr. Chen adds: “This is an important signal from the Senate that the present approach regarding bilateral contacts and communication between the U.S. and Taiwan is outdated, and not conducive to peace and stability in the region. If the US seeks to enhance democracy in the region, it needs to be more supportive to countries that achieved democracy.”</p>

<h4 class="wp-block-heading"><strong>&nbsp;美參議員呼籲美國應對台高層互訪(包含台灣總統)解禁</strong></h4>



<p>今日，2017年5月4日，美國參議員魯比奧(Marco Rubio， R-FL) ，參議員布朗(Sherrod Brown， D-OH)，參議員殷荷菲(Jim Inhofe，R-OK)，參議員梅南德茲(Bob Menendez，D-NJ)，參議員賈德納(Cory Gardner，R-CO)，與參議員彼德斯(Gary Peters，D-MI)共同提出了「台灣旅行法」。</p>



<p>這項具有約束力的法案聲明「美國政策應當促進美國與台灣之間所有層級互訪」。在今年的一月十三日，台灣民選總統由南美回台過境舊金山拜訪的同一日，夏波眾議員(Steve Chabot)、薛曼眾議員(Brad Sherman)以及外交委員會主席羅伊斯(Ed Royce) 也在眾議院中提出了該項法案。</p>



<p>這項法案提到，美國國會認為「自從台灣關係法制定後，由於美國自身對於台灣高層訪美的自我設限，台灣與美國始終缺乏有效的溝通，顯著地阻礙了台美關係的發展。」因此，作為結論，「美國政策理應當促進美國與台灣之間所有層級的互訪。」</p>



<p>曾參與美國共和黨總統候選人初選的的魯比奧參議員是台灣長久以來的盟友，更是參院台灣國會連線的成員之一。在2016年的春天，魯比奧參議員通過了一項重新確認台灣關係法與六項保證為台美關係基石的法案。當台灣總統蔡英文於2016年六月在她前往巴拿馬的途中過境邁阿密時，魯比奧參議員更特地前往她下榻的旅館，與她會面。</p>



<p>台灣人公共事務會會長陳正義說道：「這項法案進入國會的同時，若美國現在的行政部門派內閣成員造訪台灣，將能展現台美之間長久以來的堅定關係。」</p>



<p>陳正義補充道：「這是一項參議院釋出的重要訊號，顯示台美雙邊關係中現今的聯絡管道已經過時，對於維持區域和平與穩定已然不足夠。若美國希望強化與維持該區域的民主，那麼它應該要對於已經民主化的國家展現出更多的支持。」</p>
