<h4 class="wp-block-heading">Joint Taiwanese American Organizations Urge President Trump to Invite Highest Level Delegation from Taiwan to Washington DC during Azar’s Taiwan Visit</h4>



<p>On August 7, the presidents of three Taiwanese-American organizations, the Formosan Association for Public Affairs (FAPA), the North American Taiwanese Medical Association (NATMA), and the North America Taiwanese Professors’ Association (NATPA) sent a joint letter to President Trump in light of the upcoming groundbreaking trip of HHS Secretary Alex Azar to Taiwan.</p>



<p>They write: “We hereby express the hope that [&#8230;] you will instruct Secretary Azar to invite a delegation of the highest level from Taiwan to visit Washington DC during his trip.”</p>



<p>They conclude: “Such a reciprocal visit would illustrate the close friendship between both our countries; a relationship that currently is the closest and best ever.“</p>



<p>Secretary Azar’s trip is the highest-level visit by an American Cabinet official since the break in formal diplomatic relations between Washington and Taipei in 1979 and will include a meeting with Taiwan’s president &#8211; Dr. Tsai Ing-wen.</p>



<p>FAPA President Minze Chien adds: “It is gratifying to see that the outlandish restrictions on high-level visits to and from Taiwan that the Taiwan Travel Act seeks to lift are gradually coming to an end. Secretary Azar inviting the highest level Taiwan officials to Washington DC will be another essential and logical next step to further lift the US self-imposed restrictions.”</p>

<h4 class="wp-block-heading">台美人團體聯合敦促川普總統指示阿薩爾部長當面邀請台灣高層拜訪華府</h4>



<p>在8月6日，台灣人公共事務會、北美洲台灣人醫師協會、與北美洲台灣人教授協會三個台美人團體，為衛生及公共服務部部長阿薩爾未來的台灣之行聯名致信川普總統。</p>



<p>他們寫道：「我們在此殷切希望，在上述所提到的訪行中，您能指示阿薩爾部長當面邀請台灣高層拜訪華府。」</p>



<p>他們並總結：「像這樣的互訪能彰顯美台兩國之間的緊密友情正處於有史以來最好的狀況。」</p>



<p>阿薩爾部長是自1979年美台斷交以來最高層級的訪台美國內閣官員，在此行中，他也將與台灣總統蔡英文會面。</p>



<p>台灣人公共事務會會長簡明子表示：「我們很高興看到對台灣高層互訪的荒謬限制逐漸走向終結，這也是《台灣旅行法》的訴求。若阿薩爾部長能邀請台灣高層代表至華府訪問，將是美國解除與台灣高層互訪自我限制的關鍵下一步。」</p>

<p>In a letter dated March 8, former chairman of the House Asian Subcommittee Rep. Ted Yoho (R-FL) urged Secretary of Health and Human Services Alec Azar to attend the Global Cooperation and Training Framework (GCTF) to be held in Taipei from April 30 to May 3.</p>



<p>The GCTF is a joint effort between the U.S. and Taiwan to bring together officials and experts from across the Indo-Pacific to share best practices in areas such as public health and humanitarian assistance.</p>



<p>The Congressman writes: “Since 1996, Taiwan has invested over $6 billion in international medical and humanitarian aid efforts impacting over 80 countries… Nevertheless, Taiwan has been continually excluded from participation in international bodies that address global health initiatives, particularly in the World Health Organization (WHO), at the behest of China.”</p>



<p>The Congressman adds: “I ask for your help in advocating for Taiwan’s inclusion in the 2019 World Health Assembly meeting. Diseases know no borders, and Taiwan’s needless exclusion from global health cooperation increases the dangers presented by global pandemics.”</p>



<p>The Congressman concludes: “I urge you to attend the upcoming GCTF meeting to support U.S.-Taiwan global health initiatives. Through this joint effort we can bring achievable health practices to the Indo-Pacific.”</p>



<p>FAPA President Mike Kuo states: “Combining the enactment into law of the Taiwan Travel Act which lifts all restrictions on high-level visits from and to Taiwan in March 2018 with Taiwan’s long-time bids to join the World Health Organization, HHS Secretary Azar traveling to Taipei is only a next logical step.”</p>

<p>約霍眾議員寫道：「從1996年開始，台灣已經投資超過六十億美金在國際醫療與人道援助上，影響超過八十個國家⋯⋯然而，在中國的干預之下，台灣一直被排除在全球衛生相關的組織外，特別是世界衛生組織（WHO）。」</p>



<p>他並補充：「我呼籲您參與即將舉行的GCTF會議以支持美台在世界衛生議題上的關係。透過這樣的共同努力我們可以為印太地區帶來更多公衛相關的成果。」</p>



<p>台灣人公共事務會會長郭正光表示：「考慮到2018年三月通過的台灣旅行法已經解除所有（美國）高層訪問台灣的限制，以及台灣長期為了加入世界衛生組織的努力，對美國而言，衛生及公共服務部部長阿扎出訪台北是非常合理的政策。」</p>

<p>In a letter to Secretary of State Mike Pompeo dated September 13, 2018, senior member of the House Foreign Affairs Committee Rep. Chris Smith (R-NJ) urged Secretary Pompeo to “fully implement the Taiwan Travel Act to allow regular and high-level exchanges between U.S. and Taiwanese officials.”</p>



<p>The Congressman wrote: “President Tsai Ing-wen’s recent visit to the U.S. represents a welcome development in the U.S.-Taiwan relationship. Building on this, I urge you to fully implement the Taiwan Travel Act to allow regular and high-level exchanges between U.S. and Taiwanese officials and work diligently to ensure Taiwan’s participation in the United Nations and other international organizations.”</p>



<p>He added: “[T]he State Department should reaffirm the U.S.’s unwavering commitment to the Taiwan Relations Act and the Six Assurances, which are foundational to our relations with the Taiwanese people.”</p>



<p>Rep. Smith continued: “China has launched a multi-domain campaign against Taiwan that includes many aggressive and provocative actions, such as the dispatching of warships, bombers, and fighter jets, to encircle the island as well as conducting live-fire military exercises near Taiwan’s waters. Furthermore, in the diplomatic space, China has worked assiduously to cut off Taiwan’s diplomatic partners and block Taiwan from participating in international organizations. Taiwan has a comparative advantage in areas such as global health, and it is a travesty that for no other reason than to assuage China, Taiwan is prohibited by the international community from participating in critical forums such as the World Health Assembly.”</p>



<p>He concluded: “China’s provocations are brazen and the U.S. must publicly protest China’s continued alteration of the status quo in the South China Sea and its multi-pronged effort to threaten and isolate Taiwan.”</p>



<p>FAPA President Mike Kuo states: “Although Taiwanese Americans are grateful and excited about recent implementations of the Taiwan Travel Act, the goalposts should be moved even further. Congressman Smith signaling to fully implement the Taiwan Travel Act, suggesting a visit by President Tsai to Washington, D.C., will be part of that process.”</p>



<p>Mike Kuo concludes: “Recently, several U.S. top officials have expressed their dismay about China altering the status quo in the Taiwan Strait. A clear statement from Secretary of State Pompeo condemning such actions by China, is an idea whose time has come.”</p>

<p>九月十三日，共和黨籍眾院外交小組資深議員史密斯去信向美國國務卿蓬佩奧，呼籲其「徹底執行台灣旅行法，並允許美台高階官員交流」。</p>



<p>眾議員史密斯表示:「近期蔡英文總統出訪美國彰顯美台關係的正向發展。在此之上，我呼籲您徹底執行台灣旅行法，並允許台美高階官員交流，同時努力促成台灣參與聯合國以及其他國際組織。」</p>



<p>史密斯並說:「國務院應表示美國對台灣關係法以及六項保證的堅定支持，該兩項政策為台美關係的重要基礎。」</p>



<p>眾議員史密斯補充道:「中國對台實施多重威脅，其中包含許多挑釁且具侵略性的行動，例如派遣軍艦、轟炸機、和戰機繞台，並在台灣海域附近舉行實彈演習。除此之外，在外交場域中，中國持續破壞台灣與其邦交國關係，並阻止台灣參與國際組織。台灣在國際衛生上有其相對優勢，而只為了討好中國就禁止台灣參與如世界衛生組織的國際社會活動根本不可理喻。」</p>

<p>台灣人公共事務會會長郭正光表示:「即使台美人非常感激近期台灣旅行法的執行並為此感到興奮，這項政策應更進一步履行。眾議員史密斯提出徹底執行台灣旅行法，並建議蔡總統訪問華府，將會是這過程的一部份。」</p>

<p>In a move to showcase the newly enacted Taiwan Travel Act, Rep. Steve Chabot (R-OH) urged National Security Adviser John Bolton to attend the opening of the new American Institute in Taiwan (AIT) building in Taipei on June 12, 2018.</p>



<p>Congressman Chabot is a long-time supporter of Taiwan. He is a founding chairman of the Congressional Taiwan Caucus, former chairman of the House Asian Subcommittee and initiator of the Taiwan Travel Act that was signed into law by President Trump on March 16.</p>



<p>The Congressman writes: “On June 12, 2018, the American Institute in Taiwan is scheduled to open a new building in Taipei. This new complex will assist in the consolidation of operations that are currently scattered among several sites. The new and modern building complex, that underwent construction beginning in 2009, will reflect the important critical and multi-dimensional relationship between the United States and our longtime friend and democratic ally Taiwan.”</p>



<p>The Congressman concludes: “In light of the ever-growing Taiwan-U.S. relations, I respectfully encourage you, Ambassador Bolton, to attend the opening of the American Institute in Taiwan’s new complex in Taipei next month.</p>



<p>FAPA President Mike Kuo states: “During the previous three administrations the United States Trade Representative, the Secretary of Transportation and the chief of the Environmental Protection Agency visited Taiwan. In light of the enactment into law of the Taiwan Travel Act this past March, it now behooves the United States to send a Cabinet official to Taiwan who personifies the continuously burgeoning relationship between the two countries. Long-time friend and outspoken supporter of Taiwan -National Security Adviser John Bolton- is the perfect candidate for such an important mission.”</p>



<p>The Taiwan Travel Act was introduced by Reps. Ed Royce, Brad Sherman, and Steve Chabot in the House of Representatives in January 2017 and by Senators Marc Rubio, Sherrod Brown, Cory Gardner, James Inhofe, Robert Menendez, and Gary Peters in May 2017. The legislation encourages visits between the United States and Taiwan at all levels, including the president. It was signed into law by President Trump on March 16, 2018.</p>

<p>為了展現美國新生效的台灣旅行法，夏波眾議員(Steve Chabot，R-OH)特地致函敦促國家安全顧問約翰波頓來台參加2018年6月12日美國在台協會台北新大樓開幕慶祝活動。</p>



<p>夏波眾議員長久以來堅定支持台灣，他是國會台灣連線的創始主席，前亞太小組主席以及今年3月16日方交由川普總統簽署的台灣旅行法的發起人。</p>



<p>夏波議員給波頓的信函裡提到：「美國在台協會即將於2018年6月12日在台北的新據點開幕，將之前遍布台北市區內不同地方的據點集合一地。這棟嶄新的現代化建築自2009年起動工，將反應出我們和長期的民主盟友- 台灣的多層面以及關鍵性關係。</p>



<p>夏波議員信末總結道：「有鑑於我們與台灣持續性强化的關係，我誠摯鼓勵波頓大使下個月親自到台北參加美國在台協會新大樓開幕盛會。」</p>



<p>FAPA會長郭正光表示：「前三任的美國行政部門任內，美國貿易代表、交通部部長和環保局局長皆曾參訪過台灣。有鑑於今年三月通過的台灣旅行法，現在正是美國應該讓內閣官員來台灣的時候，尤其能彰顯台美兩國多年以來的友好發展。而身為台灣的老朋友且多次為台灣發聲的支持者-國家安全顧問約翰波頓先生-則是擔任本重要任務的不二人選。」</p>



<p>台灣旅行法在美國眾議院由外交委員會主席羅伊斯議員，薛爾曼議員及夏波議員於2017年1月共同提出。在參議院則是由參議員魯比奧，參議員布朗，參議員賈德納，參議員殷荷菲，參議員梅南德茲，與參議員彼德斯共同提出。法案目的在鼓勵台美兩國各層級官員，包括內閣層級的國家安全官員。川普總統於2018年3月16日簽署成效。<br></p>

<p>Today, on March&nbsp;16, 2018, President Trump signed the Taiwan Travel Act (TTA – H.R.535/S.1051) into law.</p>



<p>The binding Taiwan Travel Act legislation states that Congress finds that: “Since the enactment of the Taiwan Relations Act, relations between the United States and Taiwan have suffered from a lack of communication due to the self-imposed restrictions that the United States maintains on high-level visits with Taiwan.” </p>



<p>It concludes that: “the United States Government should encourage visits between the United States and Taiwan at all levels.”</p>



<p>Members of the U.S. House of Representatives Steve Chabot (R-OH), Brad Sherman (D-CA), and chairman of the House Foreign Affairs Committee Rep. Ed Royce (R-CA) had introduced the Taiwan Travel Act in the House on January 13, 2017. When it passed the floor of the House of Representatives unanimously on January 9, 2018, the bill enjoyed the co-sponsorship of 81 members of Congress. </p>



<p>The TTA was introduced in the Senate on May 4, 2017, as S.1051 by U.S. Senators Marco Rubio (R-FL), Sherrod Brown (D-OH), Jim Inhofe (R-OK), Bob Menendez (D-NJ), Cory Gardner (R-CO), and Gary Peters (D-MI.) At SFRC passage it enjoyed the further co-sponsorship of Senators Ted Cruz (R-TX) and Ron Wyden (D-OR.) It unanimously passed the floor of the Senate on February 28.</p>

<p>「台灣旅行法」是具有國會約束力的法案，它明確指出美國國會認為「自從台灣關係法制定後，由於美國自身對於台灣高層訪美的自我設限，台灣與美國始終缺乏有效的溝通，顯著地阻礙了台美關係的發展。」因此，作為結論，「美國政府理應當促進美國與台灣之間所有層級的互訪。」</p>

<p>Today, on February 28, 2018, the Senate unanimously passed the Taiwan Travel Act (TTA – HR535) sending the binding legislation to the White House for a signature by President Trump signing the bill into law. On February 7, the&nbsp;Senate Foreign Relations Committee had unanimously passed the Taiwan Travel Act, clearing the bill to go to the Senate floor. </p>

<p>Today, on February 7, 2018, the Senate Foreign Relations Committee unanimously passed the Taiwan Travel Act (TTA – H.R.535) clearing the way for the bill to go to the floor of the Senate for a vote.&nbsp;</p>



<p>The Senate Foreign Relations Committee decided to pass the House version of the TTA today, making it not necessary for the bill to go back to the House for a vote after future Senate floor passage,&nbsp;but directly to the president for a signature.</p>

<p>The TTA was introduced in the Senate on May 4, 2017 as S.1051 by U.S. Senators Marco Rubio (R-FL), Sherrod Brown (D-OH), Jim Inhofe (R-OK), Bob Menendez (D-NJ), Cory Gardner (R-CO), and Gary Peters (D-MI.) At SFRC passage it enjoyed the further co-sponsorship of Senators Ted Cruz (R-TX) and Ron Wyden (D-OR).</p>



<p>Members of the U.S. House of Representatives Steve Chabot (R-OH), Brad Sherman (D-CA), and chairman of the House Foreign Affairs Committee Rep. Ed Royce (R-CA) had introduced the Taiwan Travel Act in the House on January 13, 2017. When it passed the floor of the House of Representatives unanimously on January 8, 2018, the bill enjoyed the co-sponsorship of 81 members of Congress.</p>



<p>FAPA President Peter Chen states: “This is a great day for Taiwanese Americans and for the people of Taiwan. To become law, the bill needs to go to the floor of the Senate for a vote and then to the president for a signature. We are especially grateful to Senator Rubio for leading the charge in the Senate on this very important issue, and to the Senators that co-introduced the bill.”</p>



<p>Peter Chen adds: “Why do we honor the unelected leaders of Beijing by welcoming them to the White House and presenting them with a 21 gun salute, why we forbid the democratically elected leaders of Taiwan to even come within the boundaries of the District of Columbia?”</p>



<p class="has-normal-font-size">Peter Chen concludes: “The U.S. self-imposed restrictions on high-level visits from Taiwan must be abolished. After all, this is American soil. So it should be the prerogative of the United States ONLY to decide who can visit Washington DC, not the prerogative of the communist leaders in Beijing. After all, the United States and Taiwan are allies that share common values, and the removal of restrictions will promote greater cooperation between the two nations and enhance mutual economic, political, and security interests.”</p>

<p>2018年2月7日，美國參議院外交關係委員會無異議通過「台灣旅行法」(HR535)，下一階段將提交到參院全院進行表決。 （因參議院外交關係委員會今日通過眾院版本的台灣旅行法，該法案在未來送至參院全院表決後便不需要再回到眾議院表決，而可以直接交予總統簽署立法。）</p>



<p>「台灣旅行法」是具有國會約束力的法案，它明確指出美國國會認為「自從台灣關係法制定後，由於美國自身對於台灣高層訪美的自我設限，台灣與美國始終缺乏有效的溝通，顯著地阻礙了台美關係的發展。」因此，作為結論，「美國政策理應當促進美國與台灣之間所有層級的互訪。」</p>



<p>2017年的5月4日，台灣旅行法在參議院由參議員魯比奧(Marco Rubio， R-FL) ，參議員布朗(Sherrod Brown， D-OH)，參議員殷荷菲(Jim Inhofe，R-OK)，參議員梅南德茲(Bob Menendez，D-NJ)，參議員賈德納(Cory Gardner，R-CO)，與參議員彼德斯(Gary Peters，D-MI)共同提出。在通過外交委員會前，參議員克魯茲(Ted Cruz，R-TX)與懷登（Ron Wyden ，D-OR）也共同連署支持此項法案。</p>



<p>眾議院版本的台灣旅行法由眾議員夏波(Steve Chabot，R-OH)、薛爾曼(Brad Sherman，D-CA)，和外交委員會主席羅伊斯議員(Ed Royce，R-CA)共同提出。該法案在今年1月8日在眾院無異議通過時，享有81位眾議員的連署支持。</p>



<p>FAPA會長陳正義表示：「今天，對所有的台美人和台灣人民來說，是一個美好的一天。台灣旅行法在送交白宮給總統簽名成為正式法律之前，需要經過參議院這一關進行表決。我們特別感謝魯比奧參議員在參院領銜，會同其他聯署參議員，共同提出這個重要的法案。</p>



<p>陳正義說道：「為何我們隆重歡迎中國的獨裁領袖們，還在白宮用紅毯禮遇及21響禮炮歡迎，卻阻擋台灣的民選總統踏進華盛頓特區的邊界？」</p>



<p>「美國對於和台灣高層互訪的自我設限需要被拔除。畢竟，這裡是美國領土，只有美國有權力來決定誰可以訪問華府，這件事不應容許北京的共產領袖置喙。畢竟，美國與台灣是享有共同價值的盟友，去除高層互訪的限制可以促進兩個國家在經濟、政治、區域安全等層面進一步的合作。」陳正義以此作結。</p>

<p>Today, on January 9, 2018, the U.S. House of Representatives unanimously passed the Taiwan Travel Act (H.R.535)</p>



<p>Members of the U.S. House of Representatives Steve Chabot (R-OH), Brad Sherman (D-CA), and chairman of the House Foreign Affairs Committee Rep. Ed Royce (R-CA) introduced the Taiwan Travel Act on January 13, 2017.</p>



<p>The binding Taiwan Travel Act legislation states that Congress finds that: “Since the enactment of the Taiwan Relations Act, relations between the United States and Taiwan have suffered from a lack of communication due to the self-imposed restrictions that the United States maintains on high-level visits with Taiwan.” It concludes that: “the United States Government should encourage visits between the United States and Taiwan at all levels.”</p>



<p>Besides bill introducer Steve Chabot, the bill currently enjoys the co-sponsorship of 80 members of Congress, such as House Foreign Affairs Committee chairman Rep. Ed Royce (R-CA), Asian Subcommittee chairman Ted Yoho (R-FL), Asian Subcommittee ranking member Brad Sherman (D-CA), former House Foreign Affairs Committee Chair Ileana Ros-Lehtinen (R-FL), and Rules Committee Chair Pete Sessions (R-TX). Chabot himself is a long-time Taiwan supporter, former chairman of the Asian Subcommittee and founding co-chair of the Congressional Taiwan Caucus.</p>



<p>On May 4, 2017, U.S. Senators Marco Rubio (R-FL), Sherrod Brown (D-OH), Jim Inhofe (R-OK), Bob Menendez (D-NJ), Cory Gardner (R-CO), and Gary Peters (D-MI) introduced the Taiwan Travel Act in the Senate. The bill currently enjoys the co-sponsorship of 7 Senators.</p>



<p>During the House Foreign Affairs Committee hearing on October 12, 2017, Rep. Chabot added: “This policy is nonsense. The US has a legal and moral commitment to defend democratic Taiwan. So, this policy goes against our own self-interest. It is time to end this outlandish and outdated policy.”</p>



<p>Rep. Ed Royce (R-CA) said: “We should welcome Taiwanese officials here. Taiwan deserves more attention. We must build stronger ties with our allies in Taiwan.”</p>



<p>Bill introducer Brad Sherman (D-CA): “The president of Taiwan cannot visit Washington DC. But she can refuel in Los Angeles. What an absurd fiction. It is time for us to grow up. Taiwan’s most important leaders should be able to come to DC and talk to the Legislative and Executive Branch. Every year China threatens Taiwan. What is the mildest the US can do to these ongoing provocative actions? Passing the Taiwan Travel Act.”</p>



<p>Former House Foreign Affairs Committee chair Ileana Ros-Lehtinen (R-FL): “We are harming and insulting an ally with these restrictions. And we give China a veto over our policy decisions. Who we choose to meet with is OUR sovereign right. I hope the administration will reverse these damaging policies.”</p>



<p>Bill introducer, Rep. Steve Chabot (R-OH): “One of the most important improvements we can make in US-Taiwan relations is letting the president of Taiwan visit Washington DC. These restrictions are not only insulting, they are counterproductive. They are outdated and it is time for a change.”</p>



<p>FAPA President Peter Chen states:&nbsp; “Today’s passage of the Taiwan Travel Act continues the momentum of the signing into law of the National Defense Authorization Act on December 12 which, among other issues, lists the Taiwan Relations Act and the “Six Assurances” as continuing US legal commitments. It is good to see that the vilified three communiques are more and more relegated to the ash heap of history – where they belong.”</p>



<p>Peter Chen adds: “Today is a momentous day with the unanimous passage of the Taiwan Travel Act. The action now moves to the Senate where we will do whatever we can to make sure it passes as well; sooner rather than later. ”</p>



<p>Peter Chen concludes: “The United States and Taiwan are allies that share common values and the removal of these self-imposed restrictions will promote greater cooperation between the two nations and enhance mutual economic, political, and security interests.”</p>



<p>Peter Chen adds: “Taiwanese Americans are especially grateful to bill introducers Reps. Chabot, Royce and Sherman and to all other members of Congress that have been part of this success story.”</p>



<p>On the same day, HR3320, directing the Secretary of State to develop a strategy to regain observer status for Taiwan in the World Health Organization, was also passed unanimously by the House of Representatives.</p>

<p>眾議院進行台灣旅行法辯論時，眾議院外交事務委員會主席羅伊斯議員提到：「我們應該歡迎台灣高層官員來訪。台灣值得更多美國的關注。我們必須與我們的盟友—台灣建立更強韌的連結。」</p>



<p>提案人薛曼議員提到：「台灣總統不能來訪華府，但是可以在洛杉磯過境加油—多麼荒謬的機制啊！是我們該長大的時候了；是時候讓台灣的重要領袖們來訪華府，與我們的立法和行政部門溝通了。每一年中國都在威脅台灣，對於這些不間斷的挑釁行為，美國能做的最溫和的舉動是什麼呢？那就是通過台灣旅行法。」</p>



<p>外交事務委員會前任主席蘿斯蕾婷娜議員說：「維持這項禁令，會是持續地傷害並侮辱我們的盟友。與誰碰面應該是我們的主權。我希望政府可以扭轉這些破壞性的政策。」</p>



<p>提案人，夏波議員說：「關於台美關係，我們能夠做出最重要的改變便是讓台灣總統來訪華府。這些限制不只侮辱人，更是非常沒有生產力的。它們已經過時，是時候做出改變了。」</p>



<p>台灣人公共事務會會長陳正義說：「今日台灣旅行法的通過，延續了十二月十二日國防授權法案通過的能量，該法案提到台灣關係法與『六項保證』為美國對台的法定承諾。我們很高興三個公報漸漸走入歷史的餘燼—它們適得其所。」</p>



<p>陳正義強調：「台灣旅行法無異議地通過是一項重大的里程碑。接下來FAPA將會向參議院倡議，盡全力確保台灣旅行法盡快在參議院通過。」</p>



<p>他也特別提到，「台美人尤其感謝提案的夏波、羅伊斯與薛曼議員，以及所有支持這項法案的國會議員。」</p>



<p>陳正義如此做結：「美國與台灣是享有共同價值的盟友，去除高層互訪的限制可以促進兩個國家在經濟、政治、區域安全等層面進一步的合作。」</p>



<p>在同一日，一項指示國務卿發展策略協助台灣在世界衛生組織取得觀察員身分的法案（H.R.3320）也在眾議院無異議地通過。</p>

In fact, the top four Taiwanese officials, the president, the vice president, the foreign minister, and the defense minister, are not even allowed to enter Washington D.C. (although the pain in the a** Chinese leaders are welcome.) This is just nuts.”</p>



<p>FAPA President Peter Chen states: “Rep. Chabot is right. The U.S. self-imposed restrictions on high-level visits from Taiwan ARE nuts. After all, this is American soil. <p>夏波議員曾在2016年12月7日的一篇部落格文章中寫到：「向中國的敏感性屈服，美國總統們長年以來都無法和台灣總統說上一句話（即便台灣是我們的盟友，而中國則一直替美國製造麻煩）。事實上，台灣最重要的四位官員，總統、副總統、外交部長、國防部長，甚至不能進入華盛頓特區。（而麻煩製造者中國的領導人卻能夠進入華府），這簡直瘋了。」</p>

<h4 class="wp-block-heading"><strong>House Asian Subcommittee Unanimously Passes Taiwan Travel Act</strong></h4>



<p>Today, on June 15, 2017, the Subcommittee on Asian and Pacific Affairs unanimously passed the Taiwan Travel Act (H.R.535). Members of the U.S. House of Representatives Steve Chabot (R-OH), Brad Sherman (D-CA), and chairman of the House Foreign Affairs Committee Rep. Ed Royce (R-CA) had introduced the Taiwan Travel Act on January 13, 2017. </p>



<p>The binding Taiwan Travel Act legislation declares that “the United States Government should encourage visits between the United States and Taiwan at all levels.” Similar legislation had been introduced in the House and the Senate in September 2016. </p>



<p>Besides bill introducer, Steve Chabot, the bill enjoys the co-sponsorship of Reps. Ed Royce (R-CA), Brad Sherman (D-CA), Anna Eshoo (D-CA), Ann Wagner (R-MO), Ted Yoho (R-FL), Ileana Ros-Lehtinen (R-FL), Andy Biggs (R-AZ), Ted Poe (R-TX) and Mario Diaz-Balart (R-FL) &amp; Doug LaMalfa (R-CA). Chabot is a long-time Taiwan supporter and founding co-chair of the Congressional Taiwan Caucus. Sherman and Royce are senior members of the House Foreign Affairs Committee. Diaz-Balart is the current Taiwan Caucus co-chair.</p>



<p>The bill states that Congress finds that: “Since the enactment of the Taiwan Relations Act, relations between the United States and Taiwan have suffered from a lack of communication due to the self-imposed restrictions that the United States maintains on high-level visits with Taiwan.” </p>



<p>It concludes that: “the United States Government should encourage visits between the United States and Taiwan at all levels.”</p>



<p>Rep. Chabot has been a long-time advocate of the lifting of all restrictions on high-level visits from and to Taiwan. He often tells the story that he had received then Taipei mayor Chen Shui-bian in his Capitol Hill office, but when Chen became president of Taiwan, Chabot and two dozen of his colleagues had to shuttle back and forth from Washington DC to New York to have dinner with President Chen.</p>



<p>On May 4, 2017,&nbsp;U.S. Senators Marco Rubio (R-FL), Sherrod Brown (D-OH), Jim Inhofe (R-OK), Bob Menendez (D-NJ), Cory Gardner (R-CO), and Gary Peters (D-MI) introduced the Taiwan Travel Act in the Senate.</p>



<p>In mid-January 2017, Senator Ted Cruz (R-TX) stated that: “The People’s Republic of China needs to understand that in America we make decisions about meeting with visitors for ourselves. This is not about the PRC. This is about the U.S. relationship with Taiwan, an ally we are legally bound to defend. The Chinese do not give us veto power over those with whom they meet. We will continue to meet with anyone, including the Taiwanese, as we see fit.”</p>



<p>FAPA President Peter Chen states: “We let the unelected leaders of China come to DC whenever they want to and give them the red carpet treatment at the White House with a 21 gun salute. But we shun the democratically elected leaders of long-time ally Taiwan. This is American soil. So it should be the prerogative of the United States ONLY to decide who can visit Washington DC, not the prerogative of the communist leaders in Beijing. With the new administration in place in the U.S. and in Taiwan the time is now for the U.S. to enable Taiwan’s president (among others) to come to Washington DC – without restrictions.”</p>

<h4 class="wp-block-heading"><strong>眾議院亞太小組無異議通過「台灣旅行法」</strong></h4>



<p>今天六月15日，美國眾議院外交委員會亞太事務小組無異議通過「台灣旅行法」(HR535)。這個法案是在今年一月由眾議員夏波(R-OH)、薛爾曼(D-CA)，和外交委員會主席羅伊斯議員(R-CA)共同提出。&nbsp;</p>



<p>「台灣旅行法」是具有國會約束力的法案，它明確指出「美國政府應鼓勵美國和台灣在各個層面上進行訪問」。類似的決議案曾於2016年九月在眾議院和參議院同時提出。&nbsp;</p>



<p>除了法案原始提案人夏波議員，它至表決前共有十位連署議員，包括羅伊斯議員(R-CA)、薛爾曼(D-CA)、艾許(D-CA)、魏格納(R-MO)、約霍(R-FL)、蘿絲蕾婷娜(R-FL)、比格斯(R-AZ)、柏吾(R-TX)、狄亞士巴拉特(R-FL)和拉瑪法(R-CA)。其中，夏波議員是長期台灣的支持者，也是國會台灣連線的原始共同發起人、薛爾曼(D-CA)和羅伊斯議員(R-CA)是外交委員會的資深議員，而狄亞士巴拉特則是現任台灣連線的共同主席。</p>



<p>這項法案提到，美國國會認為「自從台灣關係法制定後，由於美國自身對於台灣高層訪美的自我設限，台灣與美國始終缺乏有效的溝通，顯著地阻礙了台美關係的發展。」</p>



<p>因此，作為結論，「美國政策理應當促進美國與台灣之間所有層級的互訪。」&nbsp;</p>



<p>夏波議員長期以來主張取消對台灣高層訪問的一切限制。他最常引用的例子就是，他當時在國會山莊接待時任台北市的市長陳水扁，後來陳水扁市長當選為台灣總統，卻因台美高層互訪的限制，夏波和十幾位議員同事卻需要從華盛頓特區搭機到紐約，與陳總統共進晚餐。</p>



<p>在2017年的五月4日，六位參議員——魯比歐參議員(R-FL)、布朗參議員(D-OH)、殷荷菲參議員(R-OK)、梅南德茲參議員(D-NJ)、賈德納參議員(R-CO)以及彼德斯參議員(D-MI)共同提出參議院版的「台灣旅行法」。</p>



<p>在2017年度的一月中旬，克魯茲參議員說到：「中華人民共和國需要明白，在美國，我們會自己決定與那些訪客會面。這不是針對中華人民共和國。 這是關於美國與台灣的關係，是我們在法律上有必須捍衛的盟友。 中國人對我們與誰會面沒有決定或否決權。我們會繼續與包括台灣人在內的任何人見面。」&nbsp;</p>



<p>台灣人公共事務會(FAPA)會長陳正義說道：「我們讓中國的獨裁領袖們隨時可以來到華府，還在白宮用紅毯禮遇及21響禮炮歡迎；而對台灣，一個長久的盟友，卻對盟友的民選領袖避而不見。這裡是美國領土。應該只有美國有權力來決定誰可以訪問華府，而不是北京的共產領袖可以有權決定的。隨著美國和台灣的新政府到位，現在正是美國讓台灣的總統及其他高層官員來到華盛頓特區自由訪問的最佳時機。」</p>
