Since 1999, FAPA and its 44 chapters have worked alongside elected officials at every level of government to build one of the most prolific and sustained civic advocacy campaigns in the Taiwanese American community.

This year’s campaign achieved unprecedented success, with at least 80 bipartisan elected officials issuing proclamations or letters of recognition, including 19 state governors, 1 Lieutenant Governor, 7 U.S. Senators, 15 U.S. Representatives, 4 state legislators, 4 county executives, and 30 mayors. Governors in 19 states issued proclamations recognizing TAHW: Arizona, Connecticut, Delaware, Georgia, Idaho, Illinois, Maryland, Massachusetts, Michigan, Mississippi, New Jersey, Ohio, Oregon, Pennsylvania, Tennessee, Texas, Vermont, Washinton, and Wyoming.

FAPA National President Dr. Su-Mei Kao (林素梅) stated: “Taiwanese American Heritage Week provides an opportunity to celebrate the rich history of the Taiwanese American community and recognize the impactful work and leadership of its countless members of our community.” Dr. Kao added, “Taiwanese Americans have excelled as artists, Nobel laureates, scientists, researchers, scholars, professors, human rights activists, business leaders, among others. Our community has made enormous contributions to the prosperity of American society. By sharing our heritage, honoring our stories, and recognizing these contributions, Taiwanese Americans continue to serve as a vital bridge that strengthens the enduring bond between the United States and Taiwan.”

Proclamations and recognitions from elected officials highlighted the impact of Taiwanese Americans and the importance of robust U.S.–Taiwan ties. Arizona Governor Katie Hobbs pointed to Taiwan’s role as an “indispensable economic pillar,” citing semiconductor investment led by TSMC. Texas Governor Greg Abbott recognized Taiwanese Americans’ contributions to science, education, business, the arts, and public service. Illinois Governor JB Pritzker noted Taiwan’s resilience in the face of growing geopolitical challenges.

At the local level, leaders underscored the importance of community and cultural exchange. Seattle Mayor Katie Wilson described the Taiwanese American Heritage Week as reflective of the city’s global identity, while the Taiwan-born Mayor of Tigard, Oregon, Yi-Kang Hu highlighted Taiwanese Americans’ traditions of civic engagement and democratic values.

Members of Congress also recognized the occasion. U.S. Representative Greg Landsman (D-OH) praised Taiwanese Americans’ contributions and recalled Taiwan’s donations of masks and other personal protective equipment to U.S. communities during the COVID-19 pandemic.
For Immediate Release
Washington, D.C. – May 8, 2026
Contact: 202-547-3686

FAPA Launches Letter-Writing Campaign to Restore “Taiwan” in World Coffee Championships Records

The Formosan Association for Public Affairs (FAPA) launched a letter-writing campaign today, urging supporters, coffee professionals, coffee communities, Taiwanese American organizations, and the general public to call on the Specialty Coffee Association (SCA), World Coffee Events (WCE), and the World Coffee Championships (WCC) to restore the name “Taiwan” in all WCC records, communications, and historical materials. The campaign follows the WCC’s April 28 decision to arbitrarily replace “Taiwan” with the wrongful designation “Chinese Taipei” for Taiwanese contestants and the Taiwan coffee community.

“Taiwan’s coffee community and professionals have earned their place on the world stage under the name ‘Taiwan,’” said FAPA National President Dr. Su-Mei Kao (林素梅). “Forcing the name ‘Chinese Taipei’ onto Taiwanese contestants and historical records is not an administrative update; it is an act of national identity erasure.”

FAPA strongly objects to the WCC’s explanation that the change was made to align with the International Olympic Committee (IOC) and Fédération Internationale de Football Association (FIFA) naming conventions. Those conventions have long forced Taiwanese teams to compete under the discriminatory misnomer “Chinese Taipei” rather than under Taiwan’s own name.

Numerous U.S. statutes, most notably the Taiwan Relations Act (TRA), establish and reaffirm “Taiwan” as the proper and formal designation in U.S. law and policy. Accordingly, U.S. legal and policy frameworks have long referred to Taiwan simply as “Taiwan.”

The SCA is a California-based 501(c)(6) nonprofit trade association, and WCE is its wholly owned subsidiary. Neither the SCA nor WCE should import the discriminatory “Chinese Taipei” formula into the specialty coffee community.

“As a U.S. nonprofit trade association, the SCA and its subsidiaries should follow U.S. norms, statutory precedents, and policy. They should not allow external political pressure, especially pressure from China, to distort Taiwan’s name, identity, or achievements,” Dr. Kao underscored.

For nearly two decades, Taiwanese contestants have competed and the Taiwan coffee community has been recognized at WCC events under the name “Taiwan,” earning 70 competition entries, 18 finalist placements, and seven world championships.
“We wanted the PBS airdate of Invisible Nation to kick off the Asian American and Pacific Islander Heritage Month, and of course, our own Taiwanese American Heritage Week, so that communities across the country could learn Taiwan’s story directly,” said Dr. Su-Mei Kao (林素梅), National President of FAPA. “The struggle for democracy in Taiwan, and the experience of having your identity marginalized, resonates deeply with Taiwanese Americans who have long fought simply to be recognized as Taiwanese. Taiwanese American Heritage Week invites everyone to explore more deeply about Taiwan’s democratic journey, statehood, and identity.”

“Through initiatives like this university tour, we are ensuring that Taiwan is understood on its own terms,” Dr. Kao added.

Bringing Taiwan’s Story to the Next Generation

Since March, FAPA has co-organized a national university tour of Invisible Nation with film director Vanessa Hope and the film’s production team. Key campus partners — including the Alexander Hamilton Society (an organization of foreign policy and national security students) — and local FAPA chapters have facilitated these campus events. Organizations such as TaiwaneseAmerican.org and the Taiwanese Association of America (TAA-USA) also contributed to making the university tour possible.

The tour has already reached over 1,000 attendees and is on track to span 19 university campuses across 11 states, including Yale University, the University of California, Berkeley, and the University of Florida.

Each stop features panel discussions with leading diplomats, policymakers, and scholars, providing the next generation of leaders in foreign policy and national security with a deeper and more grounded understanding of Taiwan.

Taiwan’s Story in Living Rooms Across America

Beginning May 1, 2026, PBS will begin broadcasting Invisible Nation on local stations across the country. The film has already achieved carriage in over 77% of U.S. media markets, and that number is expected to climb.

This milestone was made possible in large part through the generosity and mobilization of individual donors within the FAPA community — reflecting a deep commitment to bringing Taiwan’s story to a national audience.

FAPA is grateful to the following donors whose generosity made the PBS broadcast possible:

Particularly in a potential scenario where Beijing imposes a blockade of Taiwan and undersea cables are compromised, satellite systems would serve as a critical backup to sustain communications while providing vital situational awareness and early warning capabilities. This makes U.S.–Taiwan cooperation in space both geopolitically strategic and operationally practical.”

“Taiwan contributes key strengths in advanced manufacturing, semiconductors, and secure, ‘non-red’ supply chains. These capabilities are essential not only for Taiwan, but also for the resilience of the broader U.S. space and satellite ecosystem,” Dr. Kao added.

U.S.–Taiwan Space Cooperation

Rep. Hill and TASA Director General Dr. Wu discussed key areas of U.S.–Taiwan space cooperation, including scientific research, space supply chain resilience, and the broader economic and geopolitical implications of this collaboration.

As Taiwan accelerates its space program — expanding domestic low Earth orbit (LEO) satellite capabilities and advancing next-generation network development — the TASA Act serves as a critical vehicle for strengthening the bilateral partnership and reinforcing the U.S. commitment to its allies in the Indo-Pacific.

TASA Act Advances in Both House and Senate

Led by Reps. The TASA Act continues to receive strong bipartisan support in both chambers.

FAPA President Dr. Kao urges Members of Congress to pass the TASA Act this year, emphasizing that “as the global space economy continues to grow rapidly, it creates new opportunities for innovation and partnership. The United States and Taiwan have a strong foundation for deeper cooperation in this domain based on shared values and strategic interests.”

###

The bill directs the Secretary of State to seek negotiations to rename Taiwan’s de facto embassy in the United States from the “Taipei Economic and Cultural Representative Office” (TECRO) to the “Taiwan Representative Office” (TRO). The House companion bill, H.R.3180, was subsequently introduced on May 5, 2025.

Today, the Formosan Association for Public Affairs (FAPA) is relaunching a nationwide petition campaign urging Congress to pass the Taiwan Representative Office Act before the end of this Congress. FAPA calls on Members of both chambers to pass this critical legislation forward so it can reach the President’s desk this year.

“FAPA has advocated for the name ‘Taiwan’ to be clearly and accurately recognized in U.S. policy and official practice for more than two decades. We continue to prioritize this issue because names carry profound policy meaning,” said FAPA National President Dr. Su-Mei Kao (林素梅). “From early support letters to current standalone legislation, we have worked closely with Members of Congress to shape the legislative approach and advance this effort. Beyond renaming the office, the Taiwan Representative Office Act reaffirms consistency with the Taiwan Relations Act and the Six Assurances, while calling for de facto diplomatic treatment for the people of Taiwan.”

The current name “TECRO” is misleading. It wrongly implies that the office represents only the city of “Taipei” rather than the whole of “Taiwan” and its people. It also understates the scope of U.S.–Taiwan cooperation, which extends far beyond “economic and cultural” ties to include security, technology, public health, and a robust democratic partnership. Moreover, the term “TECRO” is inconsistent with longstanding U.S. policy and practice, which consistently refers to Taiwan simply as “Taiwan,” as reflected in the Taiwan Relations Act, the Taiwan Travel Act, and the name of the American Institute in Taiwan (AIT).

“Renaming Taiwan’s representative office is not merely symbolic,” Dr. Kao added. “At a time when Beijing is escalating its diplomatic pressure and military coercion against Taiwan, clarity in U.S. policy matters. The name rectification from TECRO to ‘Taiwan Representative Office’ (TRO) would better reflect the reality of U.S.–Taiwan relations and send a clear message to the world about the depth of U.S. support for its democratic allies.”

Over 20 Years of Advocacy and Legislative Effort

For more than two decades, FAPA has steadily advanced the effort to rename TECRO as the Taiwan Representative Office, building bipartisan support and refining its legislative strategy over time.

2002–2004: Under FAPA’s initiative, Members of Congress — including Reps. David Wu (D-OR), Dennis Moore (D-KS), and Congressional Taiwan Caucus co-chairs Steve Chabot (R-OH), Sherrod Brown (D-OH), Dana Rohrabacher (R-CA), and Robert Wexler (D-FL), as well as Nita Lowey (D-NY) — sent congressional letters to Taiwan’s then-President Chen Shui-bian supporting the renaming to reflect the office’s fundamental nature as representing “Taiwan” and its people.

2011–2014: FAPA worked with Rep. Ileana Ros-Lehtinen (R-FL) to introduce and promote the comprehensive Taiwan Policy Act, which included provisions supporting the renaming of TECRO to TRO, reaffirming the Six Assurances, and expanding high-level U.S.–Taiwan exchanges.

2015–2018: FAPA shifted from advocating for omnibus Taiwan legislation to focusing on targeted, standalone bills, working closely with then-Sen. Marco Rubio (R-FL) and Rep. Steve Chabot to advance key pro-Taiwan legislation. These efforts contributed to Congress’s 2016 passage of a concurrent resolution reaffirming the Taiwan Relations Act and the Six Assurances as the “cornerstones” of U.S.–Taiwan relations, as well as the enactment of the landmark Taiwan Travel Act in 2018.

2020: Under FAPA’s initiative, 78 House Members led by Congressional Taiwan Caucus co-chairs Steve Chabot and Mario Diaz-Balart (R-FL) sent a bipartisan letter urging then–Secretary of State Mike Pompeo to rename TECRO as the Taiwan Representative Office.

2021–2024: The renaming initiative was incorporated into multiple Taiwan-related bills, beginning with the Taiwan Diplomatic Review Act (2021), introduced by Reps. Brad Sherman (D-CA) and Steve Chabot; followed by the Taiwan Policy Act (2022), introduced by Sen. Robert Menendez (D-NJ) and Rep. Michael McCaul (R-TX); and the Taiwan Representative Office Act (2022 & 2023), introduced by then-Sen. Marco Rubio and then-Rep. John Curtis (R-UT), which specifically directs negotiations to rename TECRO as the Taiwan Representative Office.

2025–present: FAPA continued to support legislative efforts across multiple Congresses, leading to the reintroduction of the Taiwan Representative Office Act, S.974 and H.R.3180, in the 119th Congress by Sen. John Curtis (R-UT) and Rep. With former Senator Marco Rubio — a long-time champion of the ‘Taiwan Representative Office’ renaming effort — now serving as the U.S. Secretary of State, now is the time to finish this name change,” FAPA National President Su-Mei Kao said. She called on supporters nationwide to join the renewed petition campaign and urge their Members of Congress to decisively advance the Taiwan Representative Office Act. “The path forward is clear: pass the TRO Act this year and reinforce a consistent, credible U.S. policy that bolsters stability across the Taiwan Strait and the Indo-Pacific.”

###

Any deviation from this long-established policy would undermine deterrence and erode U.S. credibility in the Indo-Pacific.”

“The U.S. should never allow Beijing to influence decisions about Taiwan’s defensive needs,” Dr. Kao added. “The Six Assurances have been reaffirmed through various Congressional legislation and executive branch statements—including a landmark concurrent resolution passed by Congress in 2016 and championed by FAPA. Now it is time to fully codify these commitments into law through the bipartisan, bicameral Six Assurances to Taiwan Act. Doing so would strengthen deterrence and provide the necessary legal safeguards to ensure that U.S. support for Taiwan is steady, credible, and not up for negotiation.”

In support of the Six Assurances to Taiwan Act, FAPA mobilized its members to send over 2,400 petition letters to the U.S. House and Senate. The House bill, championed by Reps. Raja Krishnamoorthi (D-IL) and Young Kim (R-CA), along with a bipartisan group of cosponsors, advanced out of the House Foreign Affairs Committee in September 2025—one day after FAPA’s flagship National Advocacy Conference, where 112 advocates from 24 chapters across 16 states met with more than 130 congressional offices to urge for the bill’s passage. The Senate companion was later introduced by Sens. John Curtis (R-UT) and Jeff Merkley (D-OR) in November 2025.

“We urge Congress to move swiftly to pass the Six Assurances to Taiwan Act,” Dr. Kao concluded. “As Beijing intensifies military coercion and gray-zone pressure against Taiwan, passing the bill would send a clear signal of deterrence to the PRC and provide essential reassurance to democratic partners such as Taiwan that U.S. commitments remain firm, credible, and bipartisan, consistent with long-standing U.S. policy toward Taiwan.”

###

FAPA Urges Swift Senate Action as Committee Advances Three Taiwan Bills, Signaling Early-2026 Pro-Taiwan Momentum

The Formosan Association for Public Affairs (FAPA) welcomes the action taken yesterday, January 29, by the Senate Foreign Relations Committee (SFRC), which advanced three pivotal Taiwan bills during its first business meeting of the year. The committee’s approval of the Taiwan Energy Security and Anti-Embargo Act (S. 2722), the Taiwan Undersea Cable Resilience Initiative Act (S. 2222), and the Taiwan Allies Fund Act (S. 1216) signals that Taiwan policy remains a top early priority in the 2026 legislative agenda, reflecting resolute efforts to bolster U.S.–Taiwan relations amid escalating gray-zone and regional challenges.

“The threat posed by the People’s Republic of China (PRC) in the Taiwan Strait is both urgent and escalating. We can no longer afford the luxury of delay; that is why the Senate Foreign Relations Committee is moving decisively and with bipartisan purpose early in the new year to safeguard Taiwan’s sovereignty and ensure it remains free, democratic, and independent,” said FAPA National President Dr. Su-Mei Kao. “The committee’s action addresses issues central to Taiwan’s security, resilience, and international standing, and demonstrates a shared commitment to strengthening U.S. support for Taiwan across multiple dimensions.”

Building on recent landmark advancements in U.S.–Taiwan security cooperation, including the congressional authorization of $1 billion for the Taiwan Security Cooperation Initiative (TSCI) in the FY2026 NDAA and the clearance of major $11.1 billion Foreign Military Sales (FMS) packages to Taiwan in December 2025, yesterday’s committee action shows that Congress is broadening its focus beyond China’s traditional military threats to include escalating gray-zone activities in early 2026.

The deliberate sabotage of undersea cables has emerged as a key gray-zone tactic since 2023, and recent New York Times reporting has further revealed the PRC’s deployment of thousands of maritime militia vessels in coordinated, geometric formations across the East China Sea—a demonstration of mobilization capabilities that could be utilized for blockade-style tactics to severely disrupt Taiwan’s energy supply. The Taiwan Energy Security and Anti-Embargo Act (S. 2722), introduced by Senator Pete Ricketts (R-NE), and the Taiwan Undersea Cable Resilience Initiative Act (S. 2222), introduced by Senator John Curtis (R-UT), directly addresses these urgent risks by bolstering Taiwan’s energy resilience and safeguarding critical communications infrastructure, while further deepening U.S.–Taiwan strategic cooperation.

“FAPA supports these bipartisan initiatives aimed at strengthening Taiwan’s energy resilience and safeguarding its undersea cable infrastructure” Dr. Kao emphasized. “With the advancement of these Taiwan bills, the Senate Foreign Relations Committee is sending a clear message: Taiwan’s security is integral to U.S. national security. Deterring the PRC’s aggression is a shared responsibility between the two nations, and the U.S. is stepping up to the plate to ensure a free and open Indo-Pacific.”

“The SFRC has set the pace; the next step is clear: these three Taiwan bills should move immediately to the Senate floor,” Dr. Kao underscored. “FAPA urges Senate leadership to act swiftly and carry this momentum forward without delay.”
