<h4>FAPA Mobilizes Community to Bring Invisible Nation across the U.S. through PBS broadcast and University Tour for Taiwanese American Heritage Week</h4>
<p>The Formosan Association for Public Affairs (FAPA) is driving a nationwide public education campaign to promote Taiwan’s story across the United States through the <em>Invisible Nation</em> university screening tour and the Public Broadcasting System (PBS), with the documentary scheduled for nationwide broadcasts beginning May 1, 2026.</p>
<p>“We wanted the PBS airdate of <em>Invisible Nation </em>to kick off the Asian American and Pacific Islander Heritage Month, and of course, <strong>our own Taiwanese American Heritage Week</strong>, so that communities across the country could learn Taiwan’s story directly,” said Dr. Su-Mei Kao (林素梅), National President of FAPA. “The struggle for democracy in Taiwan, and the experience of having your identity marginalized, resonates deeply with Taiwanese Americans who have long fought simply to be recognized as Taiwanese. Taiwanese American Heritage Week invites everyone to explore more deeply about Taiwan’s democratic journey, statehood, and identity.”</p>
<p>“Through initiatives like this university tour, we are ensuring that Taiwan is understood on its own terms,” Dr. Kao added.</p>
<p><strong>Bringing Taiwan’s Story to the Next Generation</strong></p>
<p>Since March, FAPA has co-organized a national university tour of <em>Invisible Nation </em>with film director Vanessa Hope and the film’s production team. Key campus partners — including the Alexander Hamilton Society (an organization of foreign policy and national security students) — and local FAPA chapters have facilitated these campus events. Organizations such as TaiwaneseAmerican.org and the Taiwanese Association of America (TAA-USA) also contributed to making the university tour possible.</p>
<p>The tour has already reached over 1,000 attendees and is on track to <strong>span 19 university campuses across 11 states</strong>, including Yale University, the University of California, Berkeley, and the University of Florida.</p>
<p>Each stop features panel discussions with leading diplomats, policymakers, and scholars, providing the next generation of leaders in foreign policy and national security with a deeper and more grounded understanding of Taiwan.</p>
<p><strong>Taiwan’s Story in Living Rooms Across America </strong></p>
<p>Beginning May 1, 2026, PBS will begin broadcasting <em>Invisible Nation</em> on local stations across the country. The film has already achieved carriage in over 77% of U.S. media markets, and that number is expected to climb.</p>
<p>This milestone was made possible in large part through the generosity and mobilization of individual donors within the FAPA community — reflecting a deep commitment to bringing Taiwan’s story to a national audience.</p>

<h4>響應台美人傳統週：FAPA 動員台美人社群，透過校園巡迴與 PBS 播映，將紀錄片《看不見的國家》推向全美</h4>
<p>台灣人公共事務會（FAPA）正動員台美人社群，透過紀錄片《看不見的國家》（<em>Invisible Nation</em>）的大學巡迴放映及美國公共電視網（PBS）播映，推動一場全國性的公共教育行動，向美國社會講述台灣的故事。該紀錄片預計自 2026 年 5 月 1 日起，於全美各地 PBS 電視台陸續播出。</p>
<p>FAPA 總會會長林素梅博士表示：「我們特別將《看不見的國家》於 PBS 的首播安排在『亞太裔美國人傳統月』（Asian American and Pacific Islander Heritage Month）之初，並銜接<strong>『台美人傳統週』（</strong><strong>Taiwanese American Heritage Week</strong><strong>）</strong>，希望讓全美各地的社群與觀眾有機會直接認識台灣的故事。台灣爭取民主的奮鬥歷程，以及其身分認同長期遭到邊緣化的經驗，與台美人社群經年不懈爭取『台灣人』身份正名的經驗產生深刻共鳴。台美人傳統週邀請全美各界更深入地探索台灣的 民主進程、國家地位與身分認同。」</p>
<p>林會長強調：「透過校園巡迴等倡議行動，FAPA 致力於確保台灣能以自身的主體脈絡被世界理解。」</p>
<p><strong>深耕校園對話：將台灣故事傳承給下一代</strong></p>
<p>自今年 3 月起，FAPA 與《看不見的國家》導演葛靜文（Vanessa Hope）及其紀錄片製作團隊合作，策劃並推動全美大學巡迴放映。主要的校園合作夥伴 —— 包括由外交政策與國家安全領域學生組成的全國性組織 <strong>「</strong>亞歷山大．漢密爾頓協會<strong>」</strong>（Alexander Hamilton Society） —— 以及 FAPA 各地分會，共同協力促成了這些校園活動。此外，TaiwaneseAmerican.org 與全美台灣同鄉會（TAA-USA）等團體亦為校園巡迴的成功舉辦貢獻良多。</p>

Cheng self-immolated on that day in 1989 to protest the authoritarian Kuomintang (KMT) regime’s attempt to arrest him on sedition charges.</p><p>After founding <span style="text-decoration: underline;"><a href="https://www.nylon.org.tw/main/index.php?option=com_content&amp;view=article&amp;id=115&amp;Itemid=40"><strong><em>The Freedom Era Weekly</em></strong></a></span> in 1984, Cheng declared the publication was<strong> “fighting for 100 percent freedom of speech.”</strong> As the magazine’s founder and editor-in-chief, <strong>he advocated for Taiwan independence, democratic reform, freedom of expression, and the Taiwanese people’s right to self-determination</strong>. The magazine frequently published pro-democracy and pro-independence content. After publishing Hsu Shih-kai’s (許世楷) <strong>“Draft Constitution of the Taiwan Republic”</strong> in 1988, Cheng was charged with sedition.</p><p><strong>He refused to comply with the summons and arrest warrant</strong> <strong>in defense of freedom of speech</strong>. After a 71-day standoff with authorities, he ultimately self-immolated on April 7, 1989, as a testament to his resolve. During his self-confinement, Cheng gave an interview entitled <strong>“</strong><span style="text-decoration: underline;"><a href="https://www.nylon.org.tw/main/index.php?option=com_content&amp;view=article&amp;id=1098:2019-10-25-10-16-35&amp;catid=2:2009-04-05-16-41-44&amp;Itemid=9"><strong>Independence is the only way out for Taiwan</strong></a></span><strong>,”</strong> declaring, <strong>“The KMT will only take my body; they will never take me alive.”</strong> His sacrifice has since become <strong>a powerful symbol of Taiwan’s pursuit of independence, liberty, democracy, and human rights</strong>.</p><p>“<strong>Cheng Nan-jung’s unwavering commitment to freedom of expression and Taiwan independence continues to inspire generations of activists in Taiwan and around the world</strong>,” said FAPA National President Dr. Su-Mei Kao (林素梅). “His sacrifice in 1989 reminds us that <strong>the freedoms and democracy that the Taiwanese people enjoy today were hard-won through the courage, determination, and sacrifices of countless predecessors</strong>.”</p><p>“<strong>Taiwan’s democratic transition was driven by decades of struggle and advocacy at home and abroad</strong>,” Dr. Kao added. “In the United States, <strong>Taiwanese American activists founded FAPA in 1982, many of whom had been ‘blacklisted’ by the KMT regime and barred from returning to Taiwan.</strong> During the organization’s early years, <strong>FAPA worked intensively with bipartisan leaders in Congress</strong> — including Senators Claiborne Pell (D-RI) and Edward Kennedy (D-MA), and Representatives Stephen Solarz (D-NY) and Jim Leach (R-IA) — <strong>to advance Taiwan’s democracy and human rights</strong>.</p><p><strong>FAPA’s notable early advocacy efforts</strong> <strong>and achievements for Taiwan’s democratization include</strong>:</p><ul><li>A House resolution <strong>calling on the Taiwan authorities to lift martial law </strong>(<span style="text-decoration: underline;"><a href="https://www.congress.gov/bill/97th-congress/house-resolution/591">Res.591, 1982</a></span>).</li><li>A concurrent resolution expressing the sense of Congress concerning <strong>the need to achieve full democracy on Taiwan </strong>(<span style="text-decoration: underline;"><a href="https://www.congress.gov/bill/98th-congress/house-concurrent-resolution/344">Con.Res.344, 1984</a></span>).</li><li>A foreign relations authorization law whose <strong>Section 806, titled “Democracy on Taiwan,”</strong> explicitly expressed Congressional support for<strong> democratic development and human rights </strong><strong>in</strong><strong> Taiwan </strong>(<span style="text-decoration: underline;"><a href="https://www.congress.gov/bill/99th-congress/house-bill/2068/text">R.2068 / Public Law 99-93, Section 806, 1985</a></span>).</li><li>Concurrent resolutions expressing Congressional support for <strong>Taiwan’s continued democratization</strong>, urging the Taiwan authorities to <strong>allow</strong> <strong>the formation of opposition political parties</strong>, to <strong>guarantee freedom of speech, expression, and assembly</strong>, and to <strong>move toward a full representative government</strong>, including <strong>free legislative and presidential elections </strong>(<a href="https://www.congress.gov/bill/99th-congress/house-concurrent-resolution/233"><span style="text-decoration: underline;">Con.Res.233, 1985</span>,</a> and <span style="text-decoration: underline;"><a href="https://www.congress.gov/bill/99th-congress/senate-concurrent-resolution/121">S.Con.Res.121, 1986</a></span>)</li><li>A concurrent resolution to express the sense of Congress regarding <strong>democratic reforms and human rights in Taiwan</strong> (<span style="text-decoration: underline;"><a href="https://www.congress.gov/bill/101st-congress/house-concurrent-resolution/235">Con.Res.235, 1989</a></span>).</li><li>A concurrent resolution expressing the sense of Congress that <strong>the authorities on Taiwan should permit the return to Taiwan of all citizens of Taiwan who are committed to peaceful political change (</strong><span style="text-decoration: underline;"><a href="https://www.congress.gov/bill/102nd-congress/house-concurrent-resolution/248">Con.Res.248, 1991</a></span><strong>)</strong>.</li></ul><p>“As Taiwan has transformed into a thriving democratic and independent country, FAPA’s mission has also evolved,” Dr. Kao concluded. “From advocating for democratization,<strong> we must now safeguard Taiwan’s hard-earned democracy</strong> <strong>and consolidate its independent statehood</strong> against growing threats and infiltration from China. <strong>Democracy </strong><strong>and independence </strong><strong>are not</strong> <strong>destination</strong><strong>s</strong><strong>, but continuous commitments that must be actively protected.</strong>”</p><h4 style="font-variant-ligatures: normal; The bill directs the Secretary of State to seek negotiations to rename Taiwan’s de facto embassy in the United States from the “Taipei Economic and Cultural Representative Office” (TECRO) to the “Taiwan Representative Office” (TRO). The House companion bill, <span style="text-decoration: underline;"><a href="https://www.congress.gov/bill/119th-congress/house-bill/3180">H.R.3180</a></span>, was subsequently introduced on May 5, 2025.</p><p>Today, the <strong>Formosan Association for Public Affairs (FAPA)</strong> <strong>is relaunching a nationwide petition campaign</strong> urging Congress to pass the Taiwan Representative Office Act before the end of this Congress. FAPA calls on Members of both chambers to pass this critical legislation forward so it can reach the President’s desk this year.</p><p>“<strong>FAPA has advocated for the name ‘Taiwan’ to be clearly and accurately recognized in U.S. policy and official practice for more than two decades. </strong>We continue to prioritize this issue because names carry profound policy meaning,” said FAPA National President Dr. Su-Mei Kao (林素梅). “From early support letters to current standalone legislation, we have worked closely with Members of Congress to shape the legislative approach and advance this effort. Beyond renaming the office, the<strong> Taiwan Representative Office Act</strong> <strong>reaffirms consistency with the Taiwan Relations Act and the Six Assurances, while calling for de facto diplomatic treatment</strong> <strong>for the people of Taiwan</strong>.”</p><p>The current name “TECRO” is misleading. It wrongly implies that the office represents only the city of “Taipei” rather than the whole of “Taiwan” and its people. It also understates the scope of U.S.–Taiwan cooperation, which extends far beyond “economic and cultural” ties to include security, technology, public health, and a robust democratic partnership. Moreover, the term <strong>“TECRO” is inconsistent with longstanding U.S. policy and practice</strong>, which consistently refers to <strong>Taiwan simply as “Taiwan,”</strong> as reflected in <strong>the Taiwan Relations Act, the Taiwan Travel Act, and the name of the American Institute in Taiwan (AIT). </strong></p><p><strong>“Renaming Taiwan’s representative office is not merely symbolic,” </strong>Dr. Kao added.<strong> “At a time when Beijing is escalating its diplomatic pressure and military coercion against Taiwan, clarity in U.S. policy matters.</strong> The name rectification from TECRO to ‘Taiwan Representative Office’ (TRO) would better reflect the reality of U.S.–Taiwan relations and send a clear message to the world about the depth of U.S. support for its democratic allies.”</p><p><strong>Over 20 Years of Advocacy and Legislative Effort</strong></p><p>For more than two decades, FAPA has steadily advanced the effort to rename TECRO as the Taiwan Representative Office, building bipartisan support and refining its legislative strategy over time.</p><ul><li><strong>2002–2004:</strong> Under FAPA’s initiative, Members of Congress — including <strong>Reps. David Wu (D-OR), Dennis Moore (D-KS)</strong>, and Congressional Taiwan Caucus co-chairs <strong>Steve Chabot (R-OH), Sherrod Brown (D-OH), Dana Rohrabacher (R-CA)</strong>, and <strong>Robert Wexler (D-FL)</strong>, as well as <strong>Nita Lowey (D-NY) </strong>— sent <strong>congressional letters to Taiwan’s then-President</strong><strong> Chen Shui-bian </strong>supporting the renaming to reflect the office’s fundamental nature as representing “Taiwan” and its people.</li></ul><ul><li><strong>2011–2014:</strong> FAPA worked with <strong>Rep. Ileana Ros-Lehtinen (R-FL)</strong> to introduce and promote the comprehensive<strong> Taiwan Policy Act</strong>, which included provisions supporting the renaming of TECRO to TRO, reaffirming the Six Assurances, and expanding high-level U.S.–Taiwan exchanges.</li></ul><ul><li><strong>2015–2018: </strong>FAPA shifted from advocating for omnibus Taiwan legislation to focusing on targeted, standalone bills, working closely with <strong>then-Sen. Marco Rubio (R-FL) </strong>and<strong> Rep. Steve Chabot </strong>to advance key pro-Taiwan legislation. These efforts contributed to <span style="text-decoration: underline;"><a href="https://www.congress.gov/bill/114th-congress/senate-concurrent-resolution/38"><strong>Congress’s 2016 passage of a concurrent resolution</strong></a></span> reaffirming the <strong>Taiwan Relations Act</strong> and the <strong>Six Assurances</strong> as the <strong>“cornerstones” of U.S.–Taiwan relations</strong>, as well as <strong>the enactment of the landmark <span style="text-decoration: underline;"><a href="https://www.congress.gov/bill/115th-congress/house-bill/535">Taiwan Travel Act in 2018</a></span>.</strong></li></ul><ul><li><strong>2020:</strong> Under FAPA’s initiative, <strong>78 House Members</strong> led by Congressional Taiwan Caucus co-chairs <strong>Steve Chabot </strong>and<strong> Mario Diaz-Balart (R-FL)</strong> sent a bipartisan letter urging then–Secretary of State <strong>Mike Pompeo</strong> to rename TECRO as the Taiwan Representative Office.</li></ul><ul><li><strong>2021–2024:</strong> The renaming initiative was incorporated into multiple Taiwan-related bills, beginning with the <strong>Taiwan Diplomatic Review Act </strong>(2021), introduced by <strong>Reps. Brad Sherman (D-CA)</strong> <strong>and</strong> <strong>Steve Chabot</strong>; followed by the <strong>Taiwan Policy Act </strong>(2022), introduced by <strong>Sen. 									<p style="font-variant-ligatures: normal; font-variant-caps: normal; font-family: Arial, Helvetica, sans-serif; font-size: 15px; font-style: normal; font-weight: 400;"><span style="font-size: 15px; font-weight: 600;">For Immediate Release</span><br /><span style="font-size: 15px; font-weight: 600;">Washington, D.C. – February 19, 2026</span><br /><span style="font-size: 15px; font-weight: 600;">Contact: 202-547-3686</span></p><h4 style="font-variant-ligatures: normal; font-variant-caps: normal; font-style: normal;">FAPA Urges Congressional Action to Codify the Six Assurances</h4><p>On February 16, U.S. President Donald Trump said he had discussed arms sales to Taiwan with Chinese President Xi Jinping and would make a decision “soon.” The remark sparked renewed public attention to the Six Assurances—a longstanding U.S. policy first articulated in 1982 under the Reagan administration—which includes <strong>a clear commitment that the United States <em>would not consult</em> with the People’s Republic of China (PRC) on arms sales to Taiwan</strong>.</p><p><strong>The White House subsequently </strong><a href="https://focustaiwan.tw/politics/202602180005"><strong>reiterated</strong></a><strong> that U.S. policy toward Taiwan, based on the Taiwan Relations Act and the Six Assurances, remains unchanged </strong>and that Washington continues to engage with both sides of the Taiwan Strait.</p><p>“The <strong>Six Assurances</strong>, together with the <strong>Taiwan Relations Act</strong>, form the <strong>cornerstones of U.S.–Taiwan relations</strong>,” said Formosan Association for Public Affairs (FAPA) National President Dr. Su-Mei Kao (林素梅). <strong>“For more than four decades and across Republican and Democratic administrations, the U.S. has upheld its commitment not to negotiate arms sales to Taiwan with Beijing, consistent with the Six Assurances. Any deviation from this long-established policy would undermine deterrence and erode U.S. credibility in the Indo-Pacific.”</strong></p><p><strong>“The U.S. should never allow Beijing to influence decisions about Taiwan’s defensive needs,” </strong>Dr. Kao added. “The Six Assurances have been <strong>reaffirmed through various Congressional legislation and executive branch statements—including a landmark concurrent resolution passed by Congress in 2016 and championed by FAPA</strong>. <strong>Now it is time to fully codify these commitments into law through the bipartisan, bicameral Six Assurances to Taiwan Act.</strong> Doing so would strengthen deterrence and provide the necessary legal safeguards to ensure that U.S. support for Taiwan is steady, credible, and not up for negotiation.”</p><p>In support of the Six Assurances to Taiwan Act, FAPA mobilized its members to send <strong>over 2,400 petition letters </strong>to the U.S. House and Senate. The House bill, championed by Reps. Raja Krishnamoorthi (D-IL) and Young Kim (R-CA), along with a bipartisan group of cosponsors, advanced out of the House Foreign Affairs Committee in September 2025—<strong>one day after FAPA’s flagship National Advocacy Conference</strong>, where 112 advocates from 24 chapters across 16 states met with more than 130 congressional offices to urge for the bill’s passage. The Senate companion was later introduced by Sens. <p>The Formosan Association for Public Affairs (FAPA) welcomes the action taken yesterday, January 29, by the <a href="https://www.foreign.senate.gov/press/rep/release/read-out-january-29th-committee-business-meeting"><strong>Senate Foreign Relations Committee (SFRC)</strong></a>, which advanced <strong>three pivotal Taiwan bills</strong> during its first business meeting of the year. The committee’s approval of the<strong> Taiwan Energy Security and Anti-Embargo Act</strong> (<a href="https://www.congress.gov/bill/119th-congress/senate-bill/2722">S. 2722</a>), the<strong> Taiwan Undersea Cable Resilience Initiative Act </strong>(<a href="https://www.congress.gov/bill/119th-congress/senate-bill/2222">S. 2222</a>), and the<strong> Taiwan Allies Fund Act</strong> (<a href="https://www.congress.gov/bill/119th-congress/senate-bill/1216">S. 1216</a>) signals that Taiwan policy remains a top early priority in the 2026 legislative agenda, reflecting resolute efforts to bolster U.S.–Taiwan relations amid escalating gray-zone and regional challenges.</p>
<p>“The threat posed by the People’s Republic of China (PRC) in the Taiwan Strait is both urgent and escalating. We can no longer afford the luxury of delay; that is why the Senate Foreign Relations Committee is moving decisively and with bipartisan purpose early in the new year to <strong>safeguard Taiwan’s sovereignty and ensure it remains free, democratic, and independent</strong>,” said FAPA National President Dr. Su-Mei Kao. “<strong>The committee’s action addresses issues central to Taiwan’s security, resilience, and international standing, and demonstrates a shared commitment to strengthening U.S. support for Taiwan across multiple dimensions.</strong>”</p>
<p>Building on recent landmark advancements in U.S.–Taiwan security cooperation, including the congressional authorization of $1 billion for the Taiwan Security Cooperation Initiative (TSCI) in the FY2026 NDAA and the clearance of major $11.1 billion Foreign Military Sales (FMS) packages to Taiwan in December 2025, yesterday’s committee action shows that Congress is broadening its focus beyond China’s traditional military threats to include escalating gray-zone activities in early 2026.</p>
<p>The deliberate sabotage of undersea cables has emerged as a key gray-zone tactic <a href="https://www.aljazeera.com/news/2025/3/10/as-undersea-cables-break-down-proving-sabotage-a-difficult-task">since 2023</a>, and recent <a href="https://www.nytimes.com/interactive/2026/01/16/world/asia/china-ships-fishing-militia-blockade.html"><em>New York Times</em> reporting</a> has further revealed the PRC’s deployment of thousands of maritime militia vessels in coordinated, geometric formations across the East China Sea—a demonstration of mobilization capabilities that could be utilized for blockade-style tactics to severely disrupt Taiwan’s energy supply. The&nbsp;Taiwan Energy Security and Anti-Embargo Act&nbsp;(<a href="https://www.congress.gov/bill/119th-congress/senate-bill/2722">S.&nbsp;2722</a><strong>)</strong>,&nbsp;introduced by&nbsp;Senator&nbsp;<a href="https://www.ricketts.senate.gov/news/press-releases/ricketts-supports-taiwans-defense-capabilities-energy-resilience/">Pete Ricketts</a>&nbsp;(R-NE), and&nbsp;the&nbsp;Taiwan Undersea Cable Resilience Initiative Act&nbsp;(<a href="https://www.congress.gov/bill/119th-congress/senate-bill/2222">S.&nbsp;2222</a>),&nbsp;introduced by&nbsp;Senator&nbsp;<a href="https://www.curtis.senate.gov/press-releases/curtis-rosen-introduce-bill-to-counter-chinese-sabotage-of-taiwans-undersea-cables/">John Curtis</a>&nbsp;(R-UT),&nbsp;directly addresses these urgent risks by&nbsp;bolstering&nbsp;Taiwan’s energy resilience and&nbsp;safeguarding&nbsp;critical communications infrastructure, while&nbsp;further&nbsp;deepening U.S.–Taiwan&nbsp;strategic&nbsp;cooperation.</p>
<p>“FAPA supports these bipartisan initiatives aimed at strengthening Taiwan’s energy resilience and safeguarding its undersea cable infrastructure” Dr. Kao emphasized. “<strong>With the advancement of these Taiwan bills, the Senate Foreign Relations Committee is sending a clear message: Taiwan’s security is integral to U.S. national security. Deterring the PRC’s aggression is a shared responsibility between the two nations, and the U.S. is stepping up to the plate to ensure a free and open Indo-Pacific.”</strong></p>

<p>台灣人公共事務會（FAPA）對於美國<a href="https://www.foreign.senate.gov/press/rep/release/read-out-january-29th-committee-business-meeting"><strong>參議院外交委員會</strong></a>（SFRC）於昨日（1 月 29 日）審議通過三項關鍵友台法案，表示高度歡迎。此三項法案分別為《<strong>台灣能源安全與反禁運法案</strong>》（Taiwan Energy Security and Anti-Embargo Act, <a href="https://www.congress.gov/bill/119th-congress/senate-bill/2722">S. 2722</a>）、《<strong>台灣海底電纜韌性倡議法案</strong>》（Taiwan Undersea Cable Resilience Initiative Act, <a href="https://www.congress.gov/bill/119th-congress/senate-bill/2222">S. 2222</a>）以及《<strong>台灣盟友基金法案</strong>》（Taiwan Allies Fund Act, <a href="https://www.congress.gov/bill/119th-congress/senate-bill/1216">S. 1216</a>）。此舉彰顯對台政策仍為 2026 年美國立法議程的首要優先事項之一，並反映出在灰色地帶威脅與區域挑戰持續升高之際，美國堅定強化美台關係的努力。</p>

<p>延續近期美台安全合作的里程碑進展，包括國會於 2025 年底在《2026 財政年度國防授權法》（ FY2026 NDAA）中授權 10 億美元經費用於「台灣安全合作倡議」（Taiwan Security Cooperation Initiative, TSCI），以及通過總金額高達 111 億美元的大型對台軍售案。本次外委會的行動更顯示，美國國會正將焦點擴展至中國傳統軍事威脅之外，將更多注意力轉向 2026 年初日益升高的灰色地帶行動。</p>

<h4 style="font-variant-ligatures: normal; font-variant-caps: normal; font-style: normal;">FAPA Hails Successful U.S.-Taiwan Tariff Negotiations, Urges Action on Double Tax Relief</h4>
<p>The Formosan Association for Public Affairs (FAPA) applauds the successful conclusion of the U.S.-Taiwan tariff negotiations on January 15, 2026. The outcome reduces the U.S. reciprocal tariffs on Taiwanese goods to 15%, explicitly ensuring that this rate will not be stacked on top of existing Most-Favored-Nation (MFN) rates, and grants most-favored treatment under Section 232 for semiconductors and related derivative products—thereby placing Taiwan on equal footing with Japan, South Korea, and the European Union as a “most-favored ally.”</p>
<p>FAPA also welcomes the commitment by Taiwan’s semiconductor, electronics manufacturing service (EMS), AI, and energy sectors to invest up to <a href="https://focustaiwan.tw/politics/202601160006">US$250 billion</a> in the United States. This investment commitment is further supported by the Taiwan government’s pledge to provide up to <a href="https://focustaiwan.tw/politics/202601160006">US$250 billion</a> in credit guarantees. In addition, FAPA commends the establishment of the “Taiwan Model,” through which the U.S. has committed to assisting Taiwanese firms in securing essential resources, including land, utilities, infrastructure, tax incentives, and visa programs. FAPA also welcomes the launch of a bi-directional investment mechanism to expand U.S. investment in Taiwan’s “Five Trusted Industries.”</p>
<p>“Aligning Taiwan’s tariff rate with those of other major U.S. trading partners underscores Taiwan’s role as a critical economic partner of the United States,” said FAPA National President Dr. Su-Mei Kao. “This trade deal further solidifies the U.S.-Taiwan strategic partnership within the global supply chain. By leveraging Taiwanese investment and expertise to revitalize U.S. manufacturing and create high-paying jobs, this milestone will also strengthen the economic resilience and national security of both countries.”</p>
<p>Despite these significant gains in tariff negotiations, a critical structural challenge remains in the U.S.-Taiwan economic and trade relationship: <strong>Taiwan remains the only top-ten U.S. trading partner without a bilateral tax agreement</strong>. A <a href="https://www.bloomberg.com/news/articles/2024-01-16/us-lawmakers-near-taiwan-tax-deal-risking-anger-from-china">Bloomberg report</a> highlighted that Taiwanese firms face an effective tax rate as high as 51% on U.S. profits—at least 10 percentage points higher than their competitors from South Korea or Australia. The absence of a double-taxation agreement not only erodes the competitiveness of Taiwanese businesses in the U.S. but also leaves U.S. companies investing in Taiwan facing double taxation risks and regulatory uncertainty.</p>
<p>“This disparity is why FAPA has persistently advocated for <strong>the U.S.-Taiwan Expedited Double-Tax Relief Act</strong> since 2024,” Dr. Kao noted. “The bill passed the U.S. House on January 15, 2025, with an overwhelming bipartisan vote of 423–1. To advance the Senate companion, <strong>FAPA launched a nationwide grassroots petition campaign in March 2025, mobilizing over 1,100 supporters and generating more than 2,200 letters to the Senate</strong>. At our FAPA National Advocacy Conference <strong>last September, 112 advocates from 24 chapters across 16 states met with more than 130 congressional offices to push for this vital legislation.</strong>”</p>
<p>Dr. Kao concluded, “If the U.S.-Taiwan Expedited Double-Tax Relief Act is passed by Congress and enacted into law, it will create a multiplier effect alongside the success of the recent tariff negotiations, significantly reducing the tax burden on Taiwanese enterprises and employees in the United States. We urge the Senate to capitalize on this strong momentum and pass the bill without delay.”</p>
<h4 style="font-variant-ligatures: normal; font-variant-caps: normal; font-style: normal;">FAPA 肯定美台關稅談判成果，呼籲加速推動雙重課稅減免</h4>
<p>台灣人公共事務會（FAPA）對 &nbsp;2026 年 &nbsp;1 &nbsp;月 15 &nbsp;日台美關稅談判取得圓滿成功表示高度讚揚。此次談判結果使台灣商品之對等關稅調降至&nbsp; 15%，且明確不與原「最惠國待遇」（MFN）稅率疊加，並取得半導體及相關衍生產品在「232 條款」下的最優惠待遇，使台灣與日本、韓國及歐盟同享「最優惠盟國待遇」。</p>
<p>FAPA 亦歡迎台灣半導體、電子專業製造服務（EMS）、AI 及能源產業承諾高達 &nbsp;2,500 億美元的對美投資，以及台灣政府以信用保證方式支持金融機構提供最高 2,500 億美元的融資授信額度。此外，FAPA 亦肯定「台灣模式」的確立，由美方承諾協助台灣企業取得土地、水電、基礎設施、與簽證計畫等必要資源；同時建立台美「雙向投資機制」，擴大美方投資台灣「五大信賴產業」。</p>
<p>FAPA 總會長林素梅博士表示：「將台灣的關稅稅率與美國其他主要貿易夥伴接軌，凸顯台灣作為美國關鍵經濟夥伴的角色。此項貿易協議進一步確立台美於全球供應鏈的戰略夥伴關係，透過台灣對美投資與專業技術振興美國製造業、創造高薪就業機會，並同步提升雙方經濟韌性與國家安全。」</p>
<p>儘管在關稅談判上取得重大進展，台美經貿結構仍面臨關鍵挑戰：<strong>在美國十大貿易夥伴中，台灣是唯一尚未與美國簽署雙邊租稅協定的國家</strong>。據《彭博社》（Bloomberg）報導指出，台灣企業在美國利潤之實質稅率高達 51%，相較於已簽署協定的韓國或澳洲之企業，其稅負成本高出至少 10 個百分點。缺乏台美租稅協定不僅削弱在美台商的競爭力，也使來台投資的美國企業必須承擔雙重課稅風險與法規不確定性。</p>
<p>林會長指出：「正因為這種不平等待遇，FAPA 自 2024 年以來便持續積極倡議《美台雙重課稅快速減免法案》。<strong>該法案已於 &nbsp;</strong><strong>2025 年 1 月 15 日在美國眾議院以 423 票對 1 票的壓倒性兩黨支持通過。為了推動參議院的對應法案，FAPA 於 2025 年 3 月發起了全美草根請願行動，動員超過 1,100 名支持者參與，並向參院發出超過 2,200 封請願信。此外，在去年 9 月舉行的 FAPA 全國倡議大會上，更有來自 16 個州、24 個分會的 112 名倡議者，與 130 多個國會辦公室進行會晤，為此關鍵法案全力奔走。</strong>」</p>
<p>林會長總結道：「若《美台雙重課稅快速減免法案》能順利由美國國會通過並生效成為法律，將能與此次關稅談判成果產生乘數效應，大幅減輕赴美投資台商與台籍員工的稅務負擔。我們敦促參議院善用此一強勁勢頭，毫不拖延地通過該法案。」</p>

This decisive, bipartisan action demonstrates the Senate’s unequivocal support for Taiwan and removes critical bureaucratic hurdles to arming Taiwan, ensuring Taiwan maintains the capabilities necessary to deter invasion by the People’s Republic of China.</p><p>FAPA National President Dr. Su-Mei Kao stated, “We commend Senators Pete Ricketts and Chris Coons for their leadership in recognizing that credible deterrence is the surest path to peace and stability in the Indo-Pacific. The Senate’s unanimous passage of the PORCUPINE Act sends an unmistakable message to Beijing: the U.S. Congress is united in its resolve to stand with Taiwan.”</p><p>The Providing Our Regional Companions Upgraded Protection in Nefarious Environments Act, or PORCUPINE Act, introduced by Senate Foreign Relations East Asia Subcommittee Chairman Pete Ricketts (R-NE) and Ranking Member Chris Coons (D-DE), would expedite the delivery of U.S. arms to Taiwan by designating it as a “NATO Plus” partner under the Arms Export Control Act — the same status given to Japan, South Korea, Israel, Australia, and New Zealand. The bill also establishes a mechanism to facilitate third-party transfers of U.S.-made defense articles from NATO and NATO-Plus countries to Taiwan, broadening the coalition of support available for Taipei.</p><p>FAPA has advocated for this “NATO Plus” designation to address the backlog of arms sales and modernize the U.S.–Taiwan security partnership. Dr. Kao emphasized, “Since the beginning of this year, FAPA has worked closely with the office of the bill’s lead sponsor, Sen. Ricketts, to advance the PORCUPINE Act. With this bill as one of our top legislative priorities, we mobilized our National Advocacy Conference in September, where 112 members from 24 chapters across 16 states met with more than 130 congressional offices on Capitol Hill to advocate for Taiwan.”</p><p>Dr. Kao added, “Shortly before the bill advanced through the Senate Foreign Relations Committee in October, FAPA sustained its advocacy efforts and mobilized a nationwide grassroots campaign, which has engaged more than 900 supporters and generated over 1,800 letters to the Senate in support of this legislation.”</p><p>Now that the Senate has taken this decisive action, FAPA will carry this momentum forward in the House to ensure the PORCUPINE Act becomes law.</p><p> </p><h4 style="font-variant-ligatures: normal; font-variant-caps: normal; font-style: normal;">美國參議院一致通過《豪豬法案》以增強台灣嚇阻力；FAPA 敦促眾議院迅速採取行動</h4><p>台灣人公共事務會（FAPA）讚揚美國參議院於 2025 年 12 月 11 日以一致同意方式通過《豪豬法案》（S.1744）。這項果斷的跨黨派行動展現了參議院對台灣堅定不移的支持，並消除對台軍備交付的關鍵官僚障礙，確保台灣維持嚇阻中華人民共和國入侵所需的必要能力。</p><p>FAPA 總會會長林素梅博士表示：「我們肯定參議員瑞克茲（Pete Ricketts）與昆斯（Chris Coons）的領導，他們體認到『可信嚇阻』是印太地區和平與穩定的最可靠途徑。參議院一致通過《豪豬法案》，向北京傳達一個明確無誤的訊息：美國國會團結一致，堅定決心與台灣站在一起。」</p><p>《豪豬法案》全名為《為區域同伴提供險惡環境下的升級保護法案》（Providing Our Regional Companions Upgraded Protection in Nefarious Environments Act，簡稱 PORCUPINE Act），由參議院外交委員會亞太小組主席瑞克茲（Pete Ricketts, R-NE）與首席議員昆斯（Chris Coons, D-DE）提出。該法案旨在透過將台灣指定為《武器出口管制法》（Arms Export Control Act）下的「北約加」(NATO Plus) 夥伴（與日本、南韓、以色列、澳洲和紐西蘭享有相同地位），以加快美國對台軍售的交付。該法案亦建立一項機制，促進北約（NATO）及「北約加」國家向台灣進行美製防衛物資的第三方移轉，擴大可支持台北的聯盟。</p><p>FAPA 長期倡議爭取此項「NATO Plus」地位，以解決對台軍售積壓問題並使美台安全夥伴關係現代化。林會長強調：「自今年年初以來，FAPA 便與該法案主要提案人瑞克茲參議員的辦公室密切合作，共同推動《豪豬法案》。該法案亦是我們的首要立法優先事項之一；在今年 9 月 FAPA 全國倡議大會期間，我們動員了來自全美 16 個州、24 個 FAPA 分會的 112 位會員，在國會山莊拜會超過 130 個國會辦公室，為台灣發聲。」</p><p>林會長補充道：「就在該法案於 10 月通過參議院外交關係委員會之前不久，FAPA 持續推動倡議工作，並發起全美草根請願行動，截至目前已有超過 900 名支持者響應，並向參議院發出1,800 多封支持該法案的信函。」</p><p>如今，參議院已果斷採取行動通過此法案，FAPA 將把這股支持與氣勢帶進眾議院，確保《豪豬法案》順利完成立法並成為法律。</p>								</div>

The Formosan Association for Public Affairs (FAPA) has long championed the Six Assurances as a cornerstone of U.S. policy toward Taiwan. The Act would strengthen America’s foundational commitments to Taiwan, reinforcing the credibility of U.S. deterrence amid rising cross-Strait tensions.</p><p>“Republicans and Democrats agree that the United States must reinforce our long-standing support for Taiwan,” Sen. Merkley stated, adding, “Our bipartisan bill codifies a cornerstone of U.S. policy toward Taiwan—ensuring no administration can back away from this commitment behind closed doors—and sends the strong message that members of Congress from both sides of the aisle will not stand for any efforts that undermine this essential partnership.”</p><p>“The Six Assurances have been a cornerstone of U.S.–Taiwan policy since President Reagan first outlined them in 1982,” said Sen. Curtis. “My bill simply codifies these longstanding commitments, so they carry the full weight of law. As Beijing escalates its pressure campaign, this is about clarity, deterrence, and showing Taiwan that America’s support is principled, bipartisan, and enduring.”</p><p>At the Senate Foreign Relations Committee’s November 20 hearing titled “<em>Reviewing Implementation of the Taiwan Enhanced Resilience Act and Future Opportunities for U.S.-Taiwan Cooperation,</em>” Sen. Curtis underscored the urgency of this move.</p><p>“The Six Assurances to Taiwan Act codifies long-standing U.S. commitments, sending a clear and unmistakable message of deterrence: Taiwan is not up for negotiations, and the U.S. will neither consult with the PRC on arms sales to Taiwan nor mediate cross-Strait sovereignty disputes. We thank Sens. Curtis and Merkley for leading this effort in the Senate,” said Dr. Su-Mei Kao, National President of the Formosan Association for Public Affairs (FAPA). “As Beijing intensifies its military intimidation, the United States must make it clear that its commitment to Taiwan’s security, democracy, and self-determination is unwavering.”</p><p>This Senate bill complements companion House legislation introduced earlier by a bipartisan group led by Representative Raja Krishnamoorthi (D-IL), alongside Representatives Gregory Meeks (D-NY), Greg Stanton (D-AZ), Young Kim (R-CA), Zach Nunn (R-IA), and Nicole Malliotakis (R-NY).
