FAPA Urges Trump Administration to Advance $14 Billion Taiwan Arms Package and Congress to Swiftly Pass the PORCUPINE Act and Six Assurances to Taiwan Act
As U.S.-China diplomacy continues following President Donald Trump’s May 14 meeting with Chinese President Xi Jinping in Beijing, the Formosan Association for Public Affairs (FAPA) makes clear that U.S. arms sales to Taiwan should not be tied to the timing, outcome, or agenda of any U.S.-China negation.
“U.S. arms sales to Taiwan should be based on Taiwan’s self-defense needs and longstanding U.S. commitments under the Taiwan Relations Act and the Six Assurances,” said FAPA National President Dr. Su-Mei Kao. “Taiwan’s defense needs must never be treated as a bargaining chip in broader U.S.-China negotiations.”
Dr. Kao emphasized, “FAPA has long advocated for granting Taiwan ‘NATO+’ status and the Six Assurances to strengthen the U.S.–Taiwan security partnership. Since FAPA launched its House PORCUPINE Act petition on January 29, 2026, at least 20 Members of Congress have joined as new cosponsors.”
“FAPA commends the House Foreign Affairs Committee’s prompt action in advancing the PORCUPINE Act to include Taiwan as a NATO Plus partner under the Arms Export Control Act. Congress should pass the PORCUPINE Act and codify the Six Assurances into law to institutionalize U.S. commitments to Taiwan.” Dr. Kao added.
“We also urge the Trump administration to move forward with the pending $14 billion Taiwan arms package awaiting notification to Congress, including counter-drone assets, an integrated battle command system, and medium-range munitions.”
The Six Assurances, first articulated under the Reagan administration in 1982, have remained a longstanding U.S. policy upheld for more than four decades, including the clear commitment that the United States will not consult with Beijing on arms sales to Taiwan. Together with the Taiwan Relations Act (TRA), they form the cornerstones of U.S.–Taiwan relations.
FAPA 呼籲川普政府推進 140 億美元對台軍售,並敦促國會儘速通過《豪豬法案》與《對台六項保證法案》
隨著美國總統川普於 5 月 14 日在北京會晤中國國家主席習近平,美中外交持續進行,台灣人公共事務會(FAPA)明確表示:美國對台軍售不應取決於任何美中會晤的時間、結果或議程。
「美國對台軍售應基於台灣自我防衛需求,和《台灣關係法》與『六項保證』的長期承諾,」FAPA 總會會長林素梅博士表示。「台灣的防衛需求絕不應成為美中談判的籌碼。」
林會長強調:「FAPA 長期倡議爭取台灣的『北約加』(NATO Plus)地位,並推動『六項保證』法制化,以解決對台軍售積壓問題、深化美台安全夥伴關係。FAPA 自 2026 年 1 月 29 日發起《豪豬法案》眾議院請願行動以來,已有至少 20 位國會議員加入成為新的共同提案人。」
「FAPA 肯定眾議院外交委員會迅速推進《豪豬法案》,將台灣納入《武器出口管制法》下的『北約加』(NATO Plus)夥伴,國會應儘速通過《豪豬法案》並將『六項保證』入法,以法制化美國對台承諾。」
林會長補充表示:「我們也呼籲川普政府儘速推進延宕已久,目前尚未通知國會的140 億美元對台軍售案,包括反無人機能力、整合式作戰指揮系統,以及中程彈藥。」
「六項保證」是 1982 年由雷根政府提出,四十多年來美國始終恪守的長期對台政策,其核心內涵包括:美國明確承諾不會就對台軍售與北京進行磋商。「六項保證」與《台灣關係法》共同構成美台關係的基石。
