Deputy Director of Policy and Advocacy

Amber Lin is the Deputy Director of Policy and Advocacy at the Formosan Association for Public Affairs (FAPA). She is responsible for the organization’s policy research, legislative analysis, congressional advocacy, and grassroots engagement to advance U.S.–Taiwan relations and key policy priorities.

Amber’s work draws on over a decade of journalism and research experience in cross-strait relations, regional politics, and China’s overseas influence. Based in Washington, DC, she has held research-focused roles and fellowships at institutions spanning think tanks, consulting, and Capitol Hill, including the Hudson Institute, CSIS, Vriens & Partners, and C4ADS. As an American Political Science Association (APSA) Congressional Fellow with the Congressional-Executive Commission on China (CECC), she specialized in research on the PRC’s malign influence.

Prior to her policy career in Washington, Amber was an award-winning investigative journalist who conducted extensive field-based reporting projects across Taiwan, China, Hong Kong, and Southeast Asia. She has contributed to leading Chinese-language media outlets, including CommonWealth Magazine (天下雜誌), Initium Media (端傳媒), The Reporter (報導者), and Malaysiakini (當今大馬), etc. Her reporting on regional social and political dynamics has been widely recognized by the Society of Publishers in Asia (SOPA), the Hong Kong Foreign Correspondents’ Club, Taiwan’s Excellent Journalism Award, and the Vivian Wu Journalism Award. In 2019, she was the sole global recipient of the Pulitzer Center’s Persephone Miel Fellowship for her investigative series on China’s overseas influence operations in the region.

A Fulbright Scholar, Amber holds a Master’s degree in Asian Studies from Georgetown University’s School of Foreign Service. With extensive international experience in Asia and the West, including Taipei, Hong Kong, Lyon, and Paris, Amber is currently based in Washington, DC.
