What Does This Bill Do?
We are excited that the U.S. Senate on March 28 passed the America COMPETES Act, which includes various provisions to enhance U.S. relations and partnership with Taiwan, by a 68-28 margin after the House of Representatives passed the bill by a 222-210 vote on February 4.
With respect to Taiwan, both the House and Senate bills generally reiterate U.S. support for Taiwan, recognizing Taiwan as a “vital part” of the U.S.’ Indo-Pacific strategy and a vital national security interest of the United States.
They require the U.S. to reinforce its commitments to Taiwan under the Taiwan Relations Act (TRA) and the “Six Assurances,” and conduct regular arms sales to enhance Taiwan’s self-defense capabilities.
They both call for the establishment of a “U.S.-Taiwan Cultural Exchange Foundation,” and contain lengthy provisions on a “Taiwan Fellowship Program.”
However, there are still key differences in the House and Senate bills.
The House bill for instance calls for negotiations on renaming Taiwan’s de facto embassy in the U.S. from “Taipei Economic and Cultural Representative Office” (TECRO) to “Taiwan Representative Office” (TRO), while the Senate version does not.
The Senate bill does call for ending the outdated practice of referring to the “Taiwan government” as the “Taiwan authorities” and for ending restrictions on Taiwanese diplomats and service members to display Taiwan’s “symbols of sovereignty” in the U.S. for official purposes. No similar provisions are found in the House bill.
Why Is This Petition Important?
The bill approved by the Senate replaced the original content of the America COMPETES Act of 2022 (H.R.4521) with the text of the U.S. Innovation and Competition Act (USICA) of 2021 (S.1260), which the Senate passed on June 8 last year.
The House and the Senate will now go into conference to reconcile the differences for a final bill text.
This petition urges the members of Congress to support ALL Taiwan provisions from both bills to be incorporated in the final Act before it goes to the president for a signature.
Thus, the final America COMPETES Act will include the TECRO name change to TRO, reference to Taiwan’s government as “Taiwan government” instead of “Taiwan authorities,” the Taiwan Symbols of Sovereignty Act, the Taiwan Fellowship Act, and all other pro-Taiwan provisions from both bills.
Doing so will lend more dignity and respect to the 23 million people of U.S. long-time ally Taiwan, and further strengthen U.S. relations and partnership with Taiwan!
