We are Bringing Emerging Leaders in International Affairs and Public Policy focus from the U.S. to Taiwan!
Program Overview
The Emerging Leaders Program (ELP) is our flagship program that brings emerging leaders from the United States to Taiwan to gain a deeper understanding of U.S.–Taiwan relations. This weeklong program provides participants in international relations and public policy with an immersive exploration of Taiwan’s history, while examining diverse perspectives on its geopolitical, economic, security, and cultural landscape. Through direct engagement with policymakers, experts, scholars, and local communities, participants gain the knowledge and perspectives needed to understand better Taiwan’s role in the Indo-Pacific and the future of U.S.–Taiwan relations.
Eligibility*
- A minimum of a master’s degree in international relations or a related field, preferably with a focus on U.S.-Taiwan policy, Taiwan studies, or Asia studies (including current graduate students or recent graduates within the last three years).
- A strong interest in pursuing a career related to U.S.-Taiwan policy.
*Applicants must be U.S. citizens or permanent residents (exceptions may be considered on a case-by-case basis for individuals who meet other eligibility criteria).
Participant Responsibilities*
- Pay a $200 program fee*.
- Arrange your own round-trip travel to Taiwan (airfare subsidy available).
- Expected to attend the kick-off event in DC (December 12-13, 2026)**, the 7-day immersive program in Taiwan (January 10 – 16, 2027), and the research showcase in DC (March 6, 2027)**.
*Participants are required to contribute a program fee of $200. This fee covers a small portion of your accommodations, in-country transportation, meals, and a range of enriching experiences, including visits to cultural landmarks, museums, and more.

1. Will FAPA purchase flights for us?
No. The participants are responsible for buying their own flights to Taiwan Taoyuan International Airport (TPE).
2. Is there airport pick-up?
Yes, we will provide airport pick-up and drop-off within a specific timeframe. Please make sure to arrive within this window to take advantage of the transportation we’re providing.
3. If I am not a U.S. citizen, can I still apply?
Yes, we encourage everyone to apply. Exceptions can be considered on a case-by-case basis.
4. If I cannot attend all three phases, can I still apply?
Yes, but we will prioritize the seats for those who can attend all three phases.
5. If I graduated more than 3 years ago, can I still apply?
Yes, we encourage everyone to apply. Exceptions can be considered on a case-by-case basis.
