FAPA APPLAUDS ENACTMENT OF 2025 NATIONAL DEFENSE AUTHORIZATION ACT, URGES CONTINUED REJECTION OF PRC’s FABRICATED “ONE CHINA PRINCIPLE” AND MISINTERPRETATION OF U.N. RESOLUTION 2758

On December 23, 2024, U.S. President Joe Biden signed the National Defense Authorization Act for Fiscal Year 2025 (FY2025 NDAA) (H.R.5009) into law, following its passage by the U.S. House on December 11 and the Senate on December 18. This crucial legislation enhances U.S. support for Taiwan, countering China’s misrepresentation of U.N. Resolution 2758 and its so-called “One China principle,” while authorizing US$300 million in military aid to Taiwan.

The Formosan Association for Public Affairs (FAPA) applauds the Congress’s passage and President Biden’s signing of this critical legislation to counter the People’s Republic of China’s (PRC) groundless territorial claims over Taiwan and ensure Taiwan’s continued freedom and independence amid China’s increasing aggression toward Taiwan.

The FY2025 NDAA includes the Building Options for the Lasting Security of Taiwan through European Resolve Act (BOLSTER Act), led by Senators Pete Ricketts (R-NE) and Jeanne Shaheen (D-NH), to enhance U.S.-Europe cooperation in strengthening Taiwan’s security and international presence.

FAPA particularly welcomes the BOLSTER Act’s call for the U.S. and European countries to publicly oppose the PRC’s “One China principle” and actively refute China’s propaganda falsely claiming that United Nations General Assembly Resolution 2758 recognizes the PRC’s territorial claims over Taiwan. 

The NDAA also authorizes the earmark of up to US$300 million for the fiscal year 2025 to support the “Taiwan Security Cooperation Initiative.” This initiative allows the U.S. Departments of Defense and State to bolster Taiwan’s military capabilities in key areas and provide Taiwan with defense articles and services from existing U.S. inventories to expedite delivery.

The Act also expresses a sense of Congress calling for the invitation of Taiwan’s naval forces to participate in next year’s Rim of the Pacific (RIMPAC) exercise.

FAPA President Dr. Su-Mei Kao states: “We commend the enactment of the FY2025 NDAA for its commitment to strengthening Taiwan’s defense and for its call to challenge the PRC’s fabricated ‘One China Principle’ and its distortion of U.N. Resolution 2758. This U.N. resolution neither establishes nor recognizes the PRC’s territorial sovereignty over Taiwan. In fact, it does not mention Taiwan at all.”

Dr. Kao continues: “FAPA strongly urges the incoming Donald Trump administration to prioritize and intensify efforts to combat the PRC’s baseless territorial claims and its escalating aggression toward Taiwan. We are confident that the designated Secretary of State Marco Rubio, National Security Advisor Mike Waltz, and U.N. Ambassador Elise Stefanik — known for their steadfast support for Taiwan and hardline policies on China — will continue this vital work.”

FAPA讚揚《2025財年國防授權法》通過生效,呼籲持續駁斥中國虛構的「一中原則」及對聯合國2758號決議的曲解與濫用

20241223日,美國總統拜登(Joe Biden)簽署《2025財政年度國防授權法》(FY2025 NDAA)(H.R.5009),使其正式生效成為法律。此前,該法案已分別於1211日及18日獲得美國眾議院及參議院通過。這項關鍵立法不僅強化美國對台灣的支持與承諾,駁斥中國虛構的「一中原則」及對聯合國2758號決議的曲解與濫用,並授權高達3億美元的對台軍事援助。

台灣人公共事務會(FAPA)高度肯定並讚許此立法的通過與正式生效,認為這是美國積極反制中華人民共和國對台灣不實領土主張的重要里程碑。面對中國持續升高的對台威脅與侵略,該法案亦充分彰顯了美國實質捍衛台灣民主自由與獨立自主的決心。

此《國防授權法》還納入了由美國參議員芮基茲(Pete Ricketts, R-NE)及夏亨(Jeanne Shaheen, D-NH)推動的《增強法案》(BOLSTER Act)。該法案旨在促進美國與歐洲及台灣之間的合作,共同提升台灣的安全保障及拓展其國際參與和空間。

FAPA特別讚揚《增強法案》中,呼籲美國與歐洲國家公開反對中華人民共和國所捏造的「一個中國原則」,並積極駁斥中國對聯合國大會第2758號決議的嚴重歪曲與誤導性宣傳,以澄清該決議從未承認過中國對台灣的領土主張。

此外,《國防授權法》還授權於下年度最高撥款3億美元,用於推進「台灣安全合作倡議」(Taiwan Security Cooperation Initiative)。此倡議將允許美國國防部與國務院強化台灣在關鍵領域的軍事能力,並可由美國現有軍事庫存向台灣提供防禦性武器及服務,以加速軍備交付。 

該法案也表達了一項美國國會意見,建議邀請台灣海軍參與2025年的「環太平洋軍演」(RIMPAC)。

FAPA會長林素梅博士表示:「我們高度讚揚《2025財年國防授權法》的通過與生效。該法案不僅強化美國對台灣的國防安全合作與承諾,並呼籲積極反駁中華人民共和國虛構的『一中原則』及對聯大第2758號決議的惡意曲解。事實上,該聯合國決議既未確立也未承認中華人民共和國對台灣的領土主權,甚至根本未提及台灣。」

林會長進一步指出:「FAPA強烈呼籲即將上任的川普政府,應優先並加強反制中國對台灣毫無根據的領土主張及其日益加劇的侵略行為。我們相信,被提名的下任美國國務卿盧比歐(Marco Rubio)、國安顧問瓦爾茲(Mike Waltz)以及聯合國大使史蒂芬尼克(Elise Stefanik)——三位皆以堅定支持台灣、對抗中國著稱——必將延續並深化這項關鍵的工作。」
