Harper Chen is a licensed attorney in Washington DC and New York, with a primary focus on congressional advocacy on Capitol Hill and international law and policy research.

Harper earned her Juris Scientiae Doctoris (JSD) from Washington University in St. Louis and a Master of Arts degree from National Taiwan University.

With a diverse professional background, she has contributed her legal expertise to the New York Supreme Court, various NGOs, and tech startups. Before coming to the United States, she served as a legislative assistant in a congressman’s office in Taiwan
