Harper’s primary work involves legal and policy advocacy.

Harper was born and raised in Taiwan. She is proud of her Taiwanese roots and loves singing Taiwanese songs.

Harper received her JSD degree from Washington University in St. Louis and earned a Master of Arts degree from National Taiwan University. She is also a licensed attorney in New York.
