Senate Introduces Bipartisan Six Assurances to Taiwan Act, FAPA Urges Swift Passage
WASHINGTON, D.C. — On November 20, U.S. Senators John Curtis (R-UT) and Jeff Merkley (D-OR) introduced the Six Assurances to Taiwan Act, a critical bipartisan measure that formally codifies the Six Assurances into federal law. The Formosan Association for Public Affairs (FAPA) has long championed the Six Assurances as a cornerstone of U.S. policy toward Taiwan. The Act would strengthen America’s foundational commitments to Taiwan, reinforcing the credibility of U.S. deterrence amid rising cross-Strait tensions.
“Republicans and Democrats agree that the United States must reinforce our long-standing support for Taiwan,” Sen. Merkley stated, adding, “Our bipartisan bill codifies a cornerstone of U.S. policy toward Taiwan—ensuring no administration can back away from this commitment behind closed doors—and sends the strong message that members of Congress from both sides of the aisle will not stand for any efforts that undermine this essential partnership.”
“The Six Assurances have been a cornerstone of U.S.–Taiwan policy since President Reagan first outlined them in 1982,” said Sen. Curtis. “My bill simply codifies these longstanding commitments, so they carry the full weight of law. As Beijing escalates its pressure campaign, this is about clarity, deterrence, and showing Taiwan that America’s support is principled, bipartisan, and enduring.”
At the Senate Foreign Relations Committee’s November 20 hearing titled “Reviewing Implementation of the Taiwan Enhanced Resilience Act and Future Opportunities for U.S.-Taiwan Cooperation,” Sen. Curtis underscored the urgency of this move.
“The Six Assurances to Taiwan Act codifies long-standing U.S. commitments, sending a clear and unmistakable message of deterrence: Taiwan is not up for negotiations, and the U.S. will neither consult with the PRC on arms sales to Taiwan nor mediate cross-Strait sovereignty disputes. We thank Sens. Curtis and Merkley for leading this effort in the Senate,” said Dr. Su-Mei Kao, National President of the Formosan Association for Public Affairs (FAPA). “As Beijing intensifies its military intimidation, the United States must make it clear that its commitment to Taiwan’s security, democracy, and self-determination is unwavering.”
This Senate bill complements companion House legislation introduced earlier by a bipartisan group led by Representative Raja Krishnamoorthi (D-IL), alongside Representatives Gregory Meeks (D-NY), Greg Stanton (D-AZ), Young Kim (R-CA), Zach Nunn (R-IA), and Nicole Malliotakis (R-NY). The bicameral effort underscores a unified Congressional consensus that the preservation of Taiwan’s democracy is central to the national, economic, and security interests of the United States.
FAPA members and supporters have sent hundreds of petitions to the U.S. House in support of the Six Assurances to Taiwan Act. In the coming days, FAPA will launch the Senate version of the campaign, urging the swift passage of this critical bill.

美國參議院提出跨黨派《對台六項保證法案》,FAPA 呼籲儘速通過
11月20日,美國聯邦參議員匡希恆(John Curtis, R-UT)與默克利(Jeff Merkley, D-OR)共同提出《對台六項保證法案》(Six Assurances to Taiwan Act)。這項關鍵的跨黨派法案旨在將「六項保證」正式納入聯邦法律。台灣人公共事務會(FAPA)長期以來積極倡議將「六項保證」作為美國對台政策的重要基石。該法案將進一步強化美國對台灣的堅定承諾,並在台海緊張局勢升溫之際,鞏固美國對中國武力犯台的嚇阻力。
民主黨籍參議員默克利表示:「共和黨與民主黨一致認為,美國必須強化對台灣長期一貫的支持。」他進一步強調:「我們的跨黨派法案將美國對台政策的一大基石明文寫入法律,確保沒有任何行政部門能在密室中背棄這些承諾;此舉也將發出強烈訊號,表明國會兩黨議員絕不容忍任何試圖削弱這項關鍵夥伴關係的行徑。」
共和黨籍參議員匡希恆表示:「自雷根總統於1982年首次提出以來,『六項保證』一直是美國對台政策的基石。本法案僅是將這些長期承諾正式法制化,賦予其完整的法律效力。隨著北京持續升高對台 施壓,此舉攸關政策清晰度與嚇阻力,並向台灣展現美國的支持是基於原則、跨越黨派且長久不變的。」
在參議院外交委員會於11月20日舉行的「檢視《台灣強化韌性法》(TERA)之實施與美台合作未來機會」(Reviewing Implementation of the Taiwan Enhanced Resilience Act and Future Opportunities for U.S.-Taiwan Cooperation)聽證會上,參議員匡希恆重申了此項立法的急迫性。
台灣人公共事務會(FAPA)總會會長林素梅博士表示:「《對台六項保證法案》將美國的長期承諾明文入法,傳遞出清晰無誤的嚇阻訊息:台灣絕非談判籌碼,美國既不會就對台軍售事先與中華人民共和國協商,亦不會在兩岸主權爭議中扮演調停角色。我們誠摯感謝匡希恆和默克利參議員在參議院領銜推動此項立法。」林會長強調:「隨著北京加劇軍事威嚇,美國必須明確展現其對台灣安全、民主及自決的承諾堅定不移。」
此參院法案與先前由美國聯邦眾議員克利什納穆希(Raja Krishnamoorthi, D-IL)領銜的跨黨派陣線所提出的眾院法案相互呼應;該法案共同提案人還包括眾議員米克斯(Gregory Meeks, D-NY)、史丹頓(Greg Stanton, D-AZ)、金映玉(Young Kim, R-CA)、能恩(Zach Nunn, R-IA)及馬爾利奧塔克斯(Nicole Malliotakis, R-NY)。參眾兩院的聯手推動展現了國會的跨黨派高度共識,也凸顯維護台灣民主對美國的國家、經濟及安全利益至關重要。
FAPA 會員與支持者已向美國眾議院寄出數百封請願信,以力挺《對台六項保證法案》。FAPA 也將於近日發起參議院版的連署行動,敦促儘速通過此項重要立法。
