Taiwan Assurance Implementation Act Clears Senate, Normalizing Bilateral Engagement
On November 18, the U.S. Senate unanimously passed the Taiwan Assurance Implementation Act (H.R. 1512). The bill requires the State Department to review its guidelines for U.S.–Taiwan engagement and outline a plan to self-imposed restrictions on bilateral exchanges. For decades, the State Department has maintained red lines governing interactions between U.S. and Taiwanese officials, particularly concerning high-level travel, meetings, and communications.
The bipartisan legislation, led by Reps. Ann Wagner (R-MO), the late Gerry Connolly (D-VA), and Ted Lieu (D-CA), passed the House in May. Its Senate leads are Sens. John Cornyn (R-TX) and Chris Coons (D-DE).
The Formosan Association for Public Affairs (FAPA) National President Dr. Su-Mei Kao emphasized the organization’s long-standing advocacy: “FAPA has long been at the forefront of calling for the removal of self-imposed restrictions on U.S.–Taiwan high-level exchanges. Normalizing high-level visits between the U.S. and Taiwan are fully consistent with the Taiwan Travel Act, which FAPA championed and which President Donald Trump signed into law in 2018. It is U.S. policy to encourage senior Taiwanese officials to visit the United States and engage with their American counterparts.”
Addressing the broader significance, Dr. Kao added: “As China escalates pressure on Taiwan and expands its influence across the Indo-Pacific and beyond, it is more critical than ever for the United States to reaffirm its support for this democratic partner on the front lines of Beijing’s aggression. Facilitating high-level exchanges and direct communication not only strengthens U.S.–Taiwan relations but also signals the United States’ enduring commitment to regional security. We applaud U.S. Congress for passing the bill and urge President Trump to swiftly sign itinto law.”
Dr. Kao concluded: “With strong congressional backing for high-level U.S.–Taiwan visits, we continue to urge President Trump and Secretary of State Marco Rubio to meet with President Lai. High-level meetings would send a clear message that authoritarian China cannot dictate the terms of U.S. engagement with Taiwan. These visits would reaffirm the United States’ commitment to Taiwan’s democracy, advance the normalization of U.S.–Taiwan relations, and promote deeper, more meaningful cooperation with this vital Indo-Pacific partner.”
參議院通過《台灣保證落實法案》，推動美台交流正常化
2025年11月18日，美國聯邦參議院無異議通過跨黨派的《台灣保證落實法案》（Taiwan Assurance Implementation Act），旨在要求美國國務院定期檢視與台灣交往之準則，並全面檢討美方與台灣交流仍遺留的不必要自我設限，提出具體計畫以取消所有過時的美台官方互動限制與障礙。
這項跨黨派法案由眾議員華格納（Ann Wagner, R-MO）、已故的康納利（Gerry Connolly, D-VA）以及劉雲平（Ted Lieu, D-CA）領銜提出，並於今年5月在眾議院通過。其在參議院的領銜提案人則為參議員柯寧（John Cornyn, R-TX）與昆斯（Chris Coons, D-DE）。
台灣人公共事務會（FAPA）總會會長林素梅博士指出 FAPA 多年來的努力：「FAPA 一直走在倡議解除美台高層交流自我設限的最前線。推動美台高層互訪正常化，完全符合《台灣旅行法》的精神。該法在 FAPA 積極推動下，已於 2018 年由川普總統簽署生效。美國政策明確鼓勵台灣高層官員訪美，並與美國政府官員直接交流。」
談到《台灣保證落實法案》的更廣泛意義時，林會長補充道：「在中國持續升高對台軍事威脅與政治壓力、並在印太及全球擴張其威權影響力之際，美國更應重申對台灣——這位站在中共威脅第一線的民主夥伴——的堅定支持。促成美台更高層級的互動與直接溝通，不僅能深化雙方關係，也能向國際社會彰顯美國對區域安全的長期承諾。我們呼籲川普總統儘速簽署本法案，使其正式生效。」
林會長最後表示：「在美國國會強力支持美台提升高層互訪的背景下，我們持續敦促川普總統與國務卿盧比歐（Marco Rubio）儘早與賴清德總統舉行正式會晤。美台高層會談將傳達更清楚且堅定的訊號：威權中國無權干預美國與台灣之間的任何交流。此類訪問與會晤不僅重申美國對台灣民主的堅定承諾，也將進一步推動美台關係正常化，並強化雙方在印太地區的實質合作夥伴關係。」
