This bill, introduced both in the House (H.R.1173) and the Senate (S.332), seeks to protect Taiwan from China’s growing aggression by strengthening Taiwan’s self-defense capability, enhancing the U.S.-Taiwan security cooperation, and authorizing the President to use military to quickly respond and repel a Chinese invasion of Taiwan.

What does this bill do?

  •  Authorizes the President to use the armed forces to defend Taiwan against a direct attack by China’s military, a taking of Taiwan’s territory by China, or a threat that endangers the lives of Taiwanese people.
  • Strengthens Taiwan’s self-defense capability and U.S.-Taiwan security cooperation to counter China’s aggressive moves and military attacks.
  • Establishes a series of security dialogues and combined military exercises between the U.S., Taiwan, and likeminded security partners.
  • Urges the U.S. Trade Representative to enter into negotiations with Taiwan on a bilateral trade agreement.
  • Encourages the U.S. President, or Secretary of State, to meet with the President of Taiwan on Taiwan’s soil, and welcomes the President of Taiwan to visit the United States and address a joint session of Congress.

Why is it important?

This bill would significantly strengthen the capabilities of the United States and Taiwan to prevent and counter a Chinese invasion of Taiwan. By authorizing the U.S. President to use armed forces to defend Taiwan, this bill would remove the restrictions on the President’s ability to respond militarily and quickly to prevent a Chinese fait accompli against Taiwan.
