Landmark Bipartisan Bill Introduced to Codify Six Assurances to Taiwan and Bolster U.S.-Taiwan Deterrence

WASHINGTON, D.C. — On May 15, a bipartisan group of lawmakers — led by Rep. Raja Krishnamoorthi (D-IL), along with Representatives Gregory Meeks (D-NY), Greg Stanton (D-AZ), Young Kim (R-CA), Zach Nunn (R-ID), and Nicole Malliotakis (R-NY) — introduced the Six Assurances to Taiwan Act, a landmark bill to codify a cornerstone of U.S. policy toward Taiwan. The legislation reaffirms America’s longstanding commitments to Taiwan’s security and stability amid intensifying aggression from China.

The bill comes at a time of growing cross-Strait tension and increased concern over Chinese military aggression. At a hearing today held by the House Select Committee on the Chinese Communist Party (CCP) titled “Deterrence Amid Rising Tensions: Preventing CCP Aggression on Taiwan,” lawmakers stressed the urgent need to reinforce deterrence in the Indo-Pacific.

“[America] does not want a war over Taiwan,” said Ranking Member and bill sponsor of the Six Assurances to Taiwan Act, Rep. Raja Krishnamoorthi. “A CCP attack on Taiwan would be unacceptable for our prosperity, security, and our values. We will not tolerate actions that put peace at risk.”

As the Davidson window narrows and the near-term threat of an attack on Taiwan grows, Committee Chair Rep. John Moolenaar (R-MI) added: “Deterrence delayed is deterrence denied.”

“The Six Assurances Act codifies long-standing U.S. policy and commitments, sending a clear and unmistakable message of deterrence: Taiwan is not up for negotiation; the United States will not consult with the People’s Republic of China on arms sales to Taiwan; and Washington will not mediate cross-Strait sovereignty disputes,” said Dr. Su-Mei Kao, National President of the Formosan Association for Public Affairs (FAPA). “Peace in Taiwan is vital to maintaining stability in the Indo-Pacific and to advancing the shared interests of the United States and Taiwan.”

Dr. Kao continued: “FAPA has long championed the Six Assurances as a cornerstone of U.S. policy toward Taiwan. In 2016, we successfully urged Congress to pass a resolution reaffirming both the Taiwan Relations Act and the Six Assurances as foundational pillars of the U.S.-Taiwan partnership. It is critical that Congress now pass the Six Assurances to Taiwan Act to enshrine these principled, long-standing commitments into law and bolster deterrence at a time of growing cross-Strait tension.”

To mobilize grassroots support, FAPA will launch a nationwide petition campaign in the upcoming days urging swift passage of the Six Assurances to Taiwan Act. With bipartisan backing and overwhelming support from Taiwanese American communities across the U.S., the time to act is now.

美眾議院提出跨黨派重要歷史性法案:推動「六項保證」入法,強化美台嚇阻能力  

2025年5月15日,美國聯邦眾議員克利什納穆希(Raja Krishnamoorthi, D-IL)、米克斯(Gregory Meeks, D-NY)、史丹頓(Greg Stanton, D-AZ)、金映玉(Young Kim, R-CA)、能恩(Zach Nunn, R-ID)及馬爾利奧塔克斯(Nicole Malliotakis, R-NY)共同提出跨黨派的《對台六項保證法案》(Six Assurances to Taiwan Act)。這項具有里程碑意義的法案,旨在將作為美國對台政策的基石之一的「六項保證」正式納入法律,並在中國威脅日益升高的的背景下,重申美國對台灣安全與穩定的長期承諾。  
 
該法案正值台海緊張局勢加劇、中國軍事擴張日益令人擔憂之際提出。美國國會眾議院「中國問題特別委員會」今日舉行一場名為「情勢升溫下的嚇阻:防止中共對台侵略」(Deterrence Amid Rising Tensions: Preventing CCP Aggression on Taiwan)的聽證會,與會議員強調當前在印太地區加強嚇阻力的迫切必要性。  
  
「美國不希望因台灣而發生戰爭,」委員會民主黨首席議員克利什納穆希表示。「中共若對台動武,將對我們的繁榮、安全與價值造成無法接受的威脅。我們不會容忍任何危及和平的行為。」  
  
隨著「戴維森窗口」逐漸縮小、台灣面臨的短期攻擊威脅日益升高,委員會主席穆勒納爾議員(John Moolenaar, R-MI)警告說:「延遲的嚇阻,就是被否定的嚇阻。」  
  
「《對台六項保證法案》將美國長期對台政策與承諾明文入法,對中國發出清晰且堅定的嚇阻訊號:台灣的未來不是談判籌碼;美國不會就對台軍售與中華人民共和國進行協商;華府也不會在兩岸主權爭議中擔任調解者,」台灣人公共事務會(FAPA)總會會長林素梅博士表示。「台灣的和平對於維護印太地區穩定至關重要,也是美台雙方共同利益的核心所在。」  
  
林會長補充道:「FAPA 長期以來積極倡議『六項保證』作為美國對台政策的重要基石。2016 年,我們成功推動美國參眾兩院通過決議案,重申《台灣關係法》與『六項保證』是美台夥伴關係的根本基石。如今,美國國會應儘速通過《六項保證法案》,將這些原則性且歷久彌堅的對台承諾正式納入法律,以因應日益升高的台海緊張局勢,並強化對中國武力犯台的嚇阻力。」  
 
FAPA 將於近日發起全國連署請願行動,動員草根的挺台倡議力量,呼籲國會儘速通過《對台六項保證法案》。在兩黨國會議員與全美台美人社群的強力支持下,現在正是採取行動的時刻。
