What Does This Bill Do?

  • Codifies the Six Assurances and makes it U.S. policy to reaffirm the Six Assurances 
  • Requires Congressional review of any action that would contradict the Six Assurances

Why Is It Important?

The current U.S. policy toward Taiwan is guided by the Taiwan Relations Act and the Six Assurances. The Six Assurances constitute the U.S.’s continuing promises to Taiwan.

They are that the United States: 

  1. Has not agreed to set a date for ending arms sales to Taiwan;
  2. Has not agreed to consult with the PRC on arms sales to Taiwan;
  3. Will not play mediation role between Taipei and Beijing;
  4. Has not agreed to revise the Taiwan Relations Act;
  5. Has not altered its position regarding sovereignty over Taiwan; and
  6. Will not exert pressure on Taiwan to enter into negotiations with the PRC [People’s Republic of China].

Since the Reagan administration, every President has maintained the Taiwan Relations Act and the Six Assurances, contributing vitally to peace across the Taiwan Strait. Nevertheless, unlike the Taiwan Relations Act, the Six Assurances are not statutory U.S. law. Congress has the opportunity to solidify our commitments to Taiwan and strengthen U.S.-Taiwan relations by formally defining and codifying the Six Assurances.
