FAPA Draws Record Turnout at 2026 National Advocacy Conference to Strengthen Taiwan’s Security and U.S.-Taiwan Relations

From September 12 to 14, 2026, the Formosan Association for Public Affairs (FAPA) held its largest National Advocacy Conference (NAC) in the organization’s history, bringing together 132 participants representing 29 FAPA chapters from across the United States. Following the conference, participants made more than 257 visits to congressional offices representing 29 states to advocate for key legislative initiatives strengthening Taiwan’s security and democratic resilience.

Under this year’s theme, “America at 250: Defending Democracy, Standing with Taiwan,” the conference convened at a critical time marked by intensifying PRC military activities and gray-zone pressure tactics against Taiwan and across the Indo-Pacific region, amid heightened attention ahead of a major U.S.-China summit in Washington.

FAPA’s national legislative agenda directly addresses these regional threats. Participants urged Members of Congress to support key legislation that would strengthen U.S.-Taiwan defense, technological, and industrial cooperation, including the Blue Skies for Taiwan Act and the Taiwan and American Space Assistance (TASA) Act. These initiatives are designed to expand bilateral U.S.-Taiwan cooperation in emerging technologies such as defense drones and space capabilities.

Advocates also pressed for the passage of the Six Assurances to Taiwan Act, which would formally codify these assurances into law and reinforce longstanding U.S. commitments to Taiwan as a key democratic ally. Since the Reagan administration, successive U.S. administrations have upheld the Taiwan Relations Act and the Six Assurances as cornerstones of U.S.-Taiwan relations, contributing to peace and stability across the Taiwan Strait. Nevertheless, unlike the Taiwan Relations Act, the Six Assurances have not been formally codified as federal law. Congress can further stabilize the bilateral relationship by enacting this legislation.

For FAPA, this year’s record turnout reflects an increasingly engaged Taiwanese American community ready to play a greater role in advocating for Taiwan. “NAC has always been about building the capacity of our community,” said Dr. Su-Mei Kao (林素梅), FAPA National President. “We want to empower more Taiwanese Americans across the country. At a time when Taiwan faces growing security challenges and crucial Taiwan-related legislation is moving through Congress, it is especially important that Taiwanese Americans understand what is at stake and know how to engage effectively with their elected representatives.”

Following the conference, FAPA also co-hosted the “Stand with Taiwan Action Day” Congressional Reception with Rep. James R. Walkinshaw (D-VA), at which Rep. Raja Krishnamoorthi (D-IL) highlighted Taiwan’s democratic values and importance to the United States. “Taiwan represents freedom, liberty, free enterprise, and representative democracy,” Krishnamoorthi said. “I will always stand with those who represent those values.” He also called for continued support for the Six Assurances to Taiwan Act and for Taiwan to receive the defense equipment it has already purchased for its self-defense.

Looking ahead, FAPA President Dr. Kao stressed, “The work does not end when NAC does. As participants return to their communities across the country, we hope they carry that momentum home and keep these issues at the forefront of congressional attention as we work to advance these key pro-Taiwan bills before the end of the 119th Congress.”

 

FAPA 2026 全國倡議大會人數創歷年新高,動員台美人社群強化台灣安全與美台關係

2026 年 9 月 12 日至 14 日,台灣人公共事務會(FAPA)在美國華盛頓特區舉辦歷來規模最大的全國倡議大會(National Advocacy Conference, NAC),共有來自全美 29 個 FAPA 分會的 132 位與會者共襄盛舉。大會結束後,與會者拜會超過 257 個美國國會辦公室,涵蓋 29 個州,積極倡議旨在強化台灣安全與民主韌性的關鍵法案。

今年大會以「美國 250 年:捍衛民主,挺台灣」(America at 250: Defending Democracy, Standing with Taiwan)為主題,召開之際正值關鍵時刻:中國針對台灣在印太地區的軍事活動與灰色地帶施壓持續加劇,加上美中高峰會即將於華府登場,也使相關情勢更受高度關注。

FAPA 的美國國會立法倡議直接回應這些區域安全威脅。與會者呼籲所屬選區的國會議員支持可進一步強化美台國防、科技與產業合作的關鍵法案,包括《2026 台灣藍天法案》(Blue Skies for Taiwan Act of 2026 )及《台美太空援助法案》(Taiwan and American Space Assistance Act, TASA)。這些法案旨在拓展美台在國防無人機、太空能力等新興科技領域的雙邊合作。

倡議者也敦促美國國會通過《對台六項保證法案》(Six Assurances to Taiwan Act),以正式將「六項保證」法制化,並進一步鞏固美國對台灣這個重要民主盟友的長期承諾。自雷根政府以來,歷屆美國政府皆維持《台灣關係法》與「六項保證」作為美台關係的基石,為台海和平與穩定發揮關鍵作用。然而,與《台灣關係法》不同,「六項保證」迄今尚未正式法制化為美國聯邦法律。美國國會可藉由通過這項法案,進一步穩固美台雙邊關係。

對 FAPA 而言,今年創紀錄的參與人數反映出台美人社群日益投入倡議工作,並準備在為台灣發聲方面扮演更積極的角色。FAPA 總會會長林素梅博士表示:「NAC 一直以來的核心,就是提升台美人社群的倡議能力。我們希望讓更多全美各地的台美人投入倡議工作。在台灣面臨日益嚴峻的安全挑戰,且多項關鍵的台灣相關法案正在美國國會推進之際,台美人尤其需要了解其中利害所在,並懂得如何有效與自己選區的國會議員溝通互動。」

倡議大會結尾時,FAPA 也與維吉尼亞州聯邦眾議員沃金肖(James R. Walkinshaw, D-VA)共同主辦「挺台灣行動日」(Stand with Taiwan Action Day)國會接待會。伊利諾州聯邦眾議員克利什納穆希(Raja Krishnamoorthi, D-IL)特地到場致詞,強調台灣所代表的民主價值及其對美國的重要性。克利什納穆希表示:「台灣代表了自由、代議民主與自由市場。我永遠會與代表這些價值的人站在一起。」他也呼籲持續支持 《對台六項保證法案》(Six Assurances to Taiwan Act),並敦促儘速交付台灣已購買、用於自我防衛的軍備。

展望後續倡議工作,FAPA 林會長強調:「2026 年全國倡議大會雖已落幕,但我們的工作並未結束。隨著與會者回到全美各地的社區,我們希望大家把這股動能帶回地方,持續讓這些議題受到國會高度重視,同時共同推動這些關鍵友台法案,爭取在第 119 屆美國國會任期結束前完成立法。」
