《開羅宣言》僅僅是一份戰爭目的的政策表述，領土的分配應在日本投降後的正式合約中安置。因此，《開羅宣言》在國際法中基乎稱不上是正式條約。

The Cairo declaration was intended only as a statement of war aims, the territorial reassignments of which had to be honored in a formal peace treaty after Japan’s surrender. As such, the declaration has negligible status in international law as a treaty.

三一八是台灣公民社會介入政治的里程碑，更是國際社會認識現在台灣公民社會的起點。筆者建議，將舊時代黃花岡革命的青年節改為三月十八日，以此記憶台灣公民社會的一個重要標誌，也提醒大家，繼續努力，擴大力量。

台灣的醫療資訊是全球防疫不可或缺的一環，世界衛生組織充分且直接獲得台灣最高品質的醫療資訊，才能使全球衛生網有效戰勝疾病。台灣加入世界衛生組織的正式會員身分，不僅是台灣二三○○萬人的權益，更是美國和世界其他國家的公衛安全保障。

It seems obvious that Taiwan’s full membership in the WHO is not simply in the interests of the 23 million people of Taiwan; it is of critical importance to the US and to the rest of the world, too.

外交上「雙重承認」的模式要在國際社會中正式建立、讓國際社會明白海峽兩端的中國與台灣是可以同時發展友好邦交關係的國家，教宗與梵蒂岡絕對是極佳的領頭羊。
