FAPA Urges Congressional Action to Codify the Six Assurances
On February 16, U.S. President Donald Trump said he had discussed arms sales to Taiwan with Chinese President Xi Jinping and would make a decision “soon.” The remark sparked renewed public attention to the Six Assurances—a longstanding U.S. policy first articulated in 1982 under the Reagan administration—which includes a clear commitment that the United States would not consult with the People’s Republic of China (PRC) on arms sales to Taiwan.
The White House subsequently reiterated that U.S. policy toward Taiwan, based on the Taiwan Relations Act and the Six Assurances, remains unchanged and that Washington continues to engage with both sides of the Taiwan Strait.
“The Six Assurances, together with the Taiwan Relations Act, form the cornerstones of U.S.–Taiwan relations,” said Formosan Association for Public Affairs (FAPA) National President Dr. Su-Mei Kao (林素梅). “For more than four decades and across Republican and Democratic administrations, the U.S. has upheld its commitment not to negotiate arms sales to Taiwan with Beijing, consistent with the Six Assurances. Any deviation from this long-established policy would undermine deterrence and erode U.S. credibility in the Indo-Pacific.”
“The U.S. should never allow Beijing to influence decisions about Taiwan’s defensive needs,” Dr. Kao added. “The Six Assurances have been reaffirmed through various Congressional legislation and executive branch statements—including a landmark concurrent resolution passed by Congress in 2016 and championed by FAPA. Now it is time to fully codify these commitments into law through the bipartisan, bicameral Six Assurances to Taiwan Act. Doing so would strengthen deterrence and provide the necessary legal safeguards to ensure that U.S. support for Taiwan is steady, credible, and not up for negotiation.”
In support of the Six Assurances to Taiwan Act, FAPA mobilized its members to send over 2,400 petition letters to the U.S. House and Senate. The House bill, championed by Reps. Raja Krishnamoorthi (D-IL) and Young Kim (R-CA), along with a bipartisan group of cosponsors, advanced out of the House Foreign Affairs Committee in September 2025—one day after FAPA’s flagship National Advocacy Conference, where 112 advocates from 24 chapters across 16 states met with more than 130 congressional offices to urge for the bill’s passage. The Senate companion was later introduced by Sens. John Curtis (R-UT) and Jeff Merkley (D-OR) in November 2025.
“We urge Congress to move swiftly to pass the Six Assurances to Taiwan Act,” Dr. Kao concluded. “As Beijing intensifies military coercion and gray-zone pressure against Taiwan, passing the bill would send a clear signal of deterrence to the PRC and provide essential reassurance to democratic partners such as Taiwan that U.S. commitments remain firm, credible, and bipartisan, consistent with long-standing U.S. policy toward Taiwan.”
FAPA 呼籲美國國會加速推動「六項保證」法制化
2026 年 2 月 16 日,美國總統川普表示,他近期曾與中國國家主席習近平通話時談及對台軍售議題,並稱「很快」將就此作出決定。此番言論再次引發外界對「六項保證」的高度關注。「六項保證」是美國於 1982 年雷根政府時期提出,並長期遵循的對台政策方針,其核心內涵包括:美國不會就對台軍售與中華人民共和國進行磋商的明確承諾。
白宮隨後重申,美國基於《台灣關係法》與「六項保證」的對台政策維持不變,且華盛頓將持續與台灣海峽兩岸保持往來。
台灣人公共事務會(FAPA)總會會長林素梅博士表示:「『六項保證』與《台灣關係法》共同構成美台關係的基石。四十多年來,歷經共和黨與民主黨政府,美國始終恪守『六項保證』,並維持不就對台軍售與北京進行磋商的承諾。任何偏離此項既定政策的行為,都將削弱對中國的嚇阻力,並損害美國在印太地區的公信力。」
林會長補充指出:「美國絕不應該讓北京影響其對台灣防衛需求的決策。美國長期以來已透過各項國會立法與行政部門聲明,多次重申『六項保證』,其中包括 2016 年在 FAPA 積極倡議下通過的歷史性國會共同決議案。現在,正是透過跨黨派、參眾兩院的《對台六項保證法案》,正式將這些承諾法制化的時刻。此舉將強化嚇阻力,並提供必要的法律保障,確保美國對台灣的支持穩定、可信,且不容妥協與談判。」
為推動《對台六項保證法案》,FAPA 已多次發起全美草根請願行動,包括動員會員與支持者向美國參眾兩院發出超過 2,400 封請願信。眾議院版本由眾議員克利什納穆希(Raja Krishnamoorthi, D-IL)與金映玉(Young Kim, R-CA)領銜提出,並在跨黨派共同提案人的支持下,於 2025 年 9 月順利通過眾議院外交委員會——該時間點正值 FAPA 指標性的「全國倡議大會」結束後一天。該次大會匯集來自全美 16 個州、24 個分會的 112 位會員,拜訪超過 130 個國會辦公室,積極推動該法案通過。參議院對應版本則於同年 11 月由參議員匡希恆(John Curtis, R-UT)與默克利(Jeff Merkley, D-OR)共同提出。
林會長最後表示:「我們敦促美國國會儘速通過《對台六項保證法案》。在北京持續強化對台軍事脅迫與灰色地帶行動之際,通過此法案將向中華人民共和國發出明確的嚇阻訊號,並向台灣等民主夥伴提供關鍵保證,即美國的承諾依然堅定、可信且具備跨黨派共識,而這也與美國長期一貫的對台政策完全一致。」
