FAPA Urges Swift Senate Action as Committee Advances Three Taiwan Bills, Signaling Early-2026 Pro-Taiwan Momentum
The Formosan Association for Public Affairs (FAPA) welcomes the action taken yesterday, January 29, by the Senate Foreign Relations Committee (SFRC), which advanced three pivotal Taiwan bills during its first business meeting of the year. The committee’s approval of the Taiwan Energy Security and Anti-Embargo Act (S. 2722), the Taiwan Undersea Cable Resilience Initiative Act (S. 2222), and the Taiwan Allies Fund Act (S. 1216) signals that Taiwan policy remains a top early priority in the 2026 legislative agenda, reflecting resolute efforts to bolster U.S.–Taiwan relations amid escalating gray-zone and regional challenges.
“The threat posed by the People’s Republic of China (PRC) in the Taiwan Strait is both urgent and escalating. We can no longer afford the luxury of delay; that is why the Senate Foreign Relations Committee is moving decisively and with bipartisan purpose early in the new year to safeguard Taiwan’s sovereignty and ensure it remains free, democratic, and independent,” said FAPA National President Dr. Su-Mei Kao. “The committee’s action addresses issues central to Taiwan’s security, resilience, and international standing, and demonstrates a shared commitment to strengthening U.S. support for Taiwan across multiple dimensions.”
Building on recent landmark advancements in U.S.–Taiwan security cooperation, including the congressional authorization of $1 billion for the Taiwan Security Cooperation Initiative (TSCI) in the FY2026 NDAA and the clearance of major $11.1 billion Foreign Military Sales (FMS) packages to Taiwan in December 2025, yesterday’s committee action shows that Congress is broadening its focus beyond China’s traditional military threats to include escalating gray-zone activities in early 2026.
The deliberate sabotage of undersea cables has emerged as a key gray-zone tactic since 2023, and recent New York Times reporting has further revealed the PRC’s deployment of thousands of maritime militia vessels in coordinated, geometric formations across the East China Sea—a demonstration of mobilization capabilities that could be utilized for blockade-style tactics to severely disrupt Taiwan’s energy supply. The Taiwan Energy Security and Anti-Embargo Act (S. 2722), introduced by Senator Pete Ricketts (R-NE), and the Taiwan Undersea Cable Resilience Initiative Act (S. 2222), introduced by Senator John Curtis (R-UT), directly addresses these urgent risks by bolstering Taiwan’s energy resilience and safeguarding critical communications infrastructure, while further deepening U.S.–Taiwan strategic cooperation.
“FAPA supports these bipartisan initiatives aimed at strengthening Taiwan’s energy resilience and safeguarding its undersea cable infrastructure” Dr. Kao emphasized. “With the advancement of these Taiwan bills, the Senate Foreign Relations Committee is sending a clear message: Taiwan’s security is integral to U.S. national security. Deterring the PRC’s aggression is a shared responsibility between the two nations, and the U.S. is stepping up to the plate to ensure a free and open Indo-Pacific.”
“The SFRC has set the pace; the next step is clear: these three Taiwan bills should move immediately to the Senate floor,” Dr. Kao underscored. “FAPA urges Senate leadership to act swiftly and carry this momentum forward without delay.
FAPA 呼籲美國參院儘速通過外委會推進之三項友台法案,彰顯 2026 年強勁挺台動能
台灣人公共事務會(FAPA)對於美國參議院外交委員會(SFRC)於昨日(1 月 29 日)審議通過三項關鍵友台法案,表示高度歡迎。此三項法案分別為《台灣能源安全與反禁運法案》(Taiwan Energy Security and Anti-Embargo Act, S. 2722)、《台灣海底電纜韌性倡議法案》(Taiwan Undersea Cable Resilience Initiative Act, S. 2222)以及《台灣盟友基金法案》(Taiwan Allies Fund Act, S. 1216)。此舉彰顯對台政策仍為 2026 年美國立法議程的首要優先事項之一,並反映出在灰色地帶威脅與區域挑戰持續升高之際,美國堅定強化美台關係的努力。
FAPA 總會長林素梅博士表示:「中華人民共和國在台海造成的威脅既迫切且持續升高。我們已無暇拖延;正因如此,參議院外交委員會在新年初始,即以跨黨派共識採取果斷行動,積極推進相關立法,以維護台灣的主權,並確保其維持自由、民主與獨立。」她並指出:「外委會的行動旨在回應台灣在安全、韌性與國際地位等核心議題,展現了美國正在多方面強化對台支持的跨黨派承諾。」
延續近期美台安全合作的里程碑進展,包括國會於 2025 年底在《2026 財政年度國防授權法》( FY2026 NDAA)中授權 10 億美元經費用於「台灣安全合作倡議」(Taiwan Security Cooperation Initiative, TSCI),以及通過總金額高達 111 億美元的大型對台軍售案。本次外委會的行動更顯示,美國國會正將焦點擴展至中國傳統軍事威脅之外,將更多注意力轉向 2026 年初日益升高的灰色地帶行動。
自 2023 年以來,蓄意破壞台灣周邊海底電纜已成中國的關鍵灰色地帶戰術之一。近期《紐約時報》的報導亦揭露,於日前動員數千艘海上民兵船隻,在東海組成高度協調、幾何排列的集結態勢——展示其動員能力,未來可用於封鎖式戰術,嚴重破壞台灣的能源供應。由聯邦參議員芮基茲(Pete Ricketts, R-NE)提出的《台灣能源安全與反禁運法案》(S. 2722),以及參議員匡希恆(John Curtis, R-UT )提出的《台灣海底電纜韌性倡議法案》(S. 2222),正是直接回應上述迫切風險,透過強化台灣能源韌性與保障關鍵通訊基礎設施,同時進一步深化美台戰略合作。
林會長強調,「FAPA 支持旨在強化台灣能源韌性並保障其海底電纜設施的跨黨派倡議。隨著這些友台法案的推進,參議院外交委員會正發出明確訊息:台灣的安全對美國的國家安全至關重要。有效嚇阻中國的侵略,是兩國的共同責任,而美國正積極挺身而出,確保印太地區的自由與開放。」
「參院外委會已定下節奏,下一步十分明確:這三項挺台法案應立即提交參議院院會審議並表決,」林會長強調。「FAPA 呼籲參議院領導層迅速行動,持續推進這股動能,儘速通過相關立法。」
