Henry Tsai is the Deputy Director of Policy and Advocacy at the Formosan Association for Public Affairs (FAPA), where he helps advance the organization’s legislative priorities on Capitol Hill. In this role, he coordinates and conducts meetings with congressional offices, builds relationships with key stakeholders, and engages both members of Congress and their staff to advance pro-Taiwan policies. He also helps formulate FAPA’s legislative agenda in alignment with its mission and develops strategic approaches to support its advocacy goals. His responsibilities include researching, tracking, and analyzing legislation, designing advocacy-related programs, and mobilizing nationwide grassroots efforts.

Henry’s primary interests include international economics, U.S.-China relations, and energy security. He previously interned at FAPA and the Energy, Growth, and Security Program at the International Tax and Investment Center (EGS@ITIC). He received his B.S. in International Affairs and Economics from the George Washington University, with a concentration in quantitative analysis. In his free time, Henry enjoys reading and writing about Buddhist philosophy and meditation.
