House Passes Taiwan International Solidarity Act and Taiwan Assurance Implementation Act, Strengthening U.S.-Taiwan Ties
On May 5, the U.S. House of Representatives passed two key bipartisan bills to strengthen U.S.-Taiwan relations — the Taiwan Assurance Implementation Act (H.R. 1512) and the Taiwan International Solidarity Act (H.R. 2416). These legislations, supported by the Formosan Association for Public Affairs (FAPA), address outdated self-imposed restrictions on exchanges with Taiwan and counters China’s false sovereignty claims over Taiwan and its weaponization of United Nations General Assembly (UNGA) Resolution 2758.
The text of H.R. 2416 reaffirms that “The United States opposes any initiative that seeks to change Taiwan’s status without the consent of the [Taiwanese] people.”
FAPA worked with the bills’ introducers — Reps. Gerry Connolly (D-VA), Ann Wagner (R-MO), Young Kim (R-CA), and Ted Lieu (D-CA) — to advance these bills. FAPA mobilized its nationwide chapter network to meet with congressional offices and spearheaded coordinated letter-writing campaigns.
In the previous Congress (2023-24), FAPA gathered more than 3,000 letters from over 1,500 supporters urging Congress to pass the Taiwan International Solidarity Act. At FAPA’s September 2024 National Advocacy Conference, more than 80 FAPA members from 15 states and 20 chapters visited Capitol Hill to meet with the offices of their U.S. Representatives and Senators, highlighting the bill as FAPA’s top legislative priority.
“These bills take concrete steps toward modernizing U.S.-Taiwan relations and defending Taiwan’s rightful place in the international community,” said FAPA National President Dr. Su-Mei Kao. “They push back against China’s efforts to distort international decisions such as the UNGA Resolution 2758 in its attempts to marginalize Taiwan.”
The legislations arrive as China continues to escalate military activity in the Taiwan Strait, prompting growing congressional support for democratic allies in the Indo-Pacific. Chair of House Foreign Affairs Committee Rep. Brian Mast (R-FL) remarked during floor debate, “Taiwan is not just a partner. It is a frontline for democracy. And how we treat our friends in times of pressure defines our credibility around the globe.”
Dr. Kao added: “The House’s passage of these two bills reaffirms the U.S. commitment to support Taiwan’s democracy. We commend the House for its bipartisan leadership and urge the Senate to act swiftly.”
美國眾議院通過《台灣國際團結法案》與《台灣保證落實法案》,美台關係持續深化與正常化ㅤ
2025年5月5日,美國聯邦眾議院通過兩項關鍵的跨黨派友台法案——《台灣保證落實法案》(H.R. 1512)與《台灣國際團結法案》(H.R. 2416),進一步強化美台關係。台灣人公共事務會(FAPA)對此表示高度肯定與支持。兩項法案分別要求美國國務院主動盤點並解除對美台交流所設下的自我限制,並反制中國對台灣的不實主權主張,駁斥其對聯合國大會第2758號決議的扭曲解釋。
《台灣國際團結法案》的條文明確重申:「美方反對任何在未經(台灣)人民同意下,意圖改變台灣地位的行動。」
FAPA長期與提出法案的美國聯邦眾議員,包括康納利(Gerry Connolly, D-VA)、華格納(Ann Wagner, R-MO)、金映玉(Young Kim, R-CA)與劉雲平(Ted Lieu, D-CA)等人的辦公室合作,積極推動這兩項法案。為推升立法動能,FAPA亦動員全美分會網絡,拜訪國會辦公室,發起請願行動,號召支持者連署,敦促聯邦參眾兩院儘速通過法案。
在上一屆美國國會(2023–2024年)期間,FAPA曾發起全美請願活動,呼籲國會儘速通過《台灣國際團結法案》。當時有超過1,500位支持者參與連署,共寄出逾3,000封請願書。2024年9月,FAPA舉辦全國倡議大會,來自15個州、20個分會的80多位FAPA會員親赴國會山莊,拜訪聯邦參眾兩院議員辦公室,全力推動該法案。
FAPA總會會長林素梅博士表示:「這兩項法案是邁向美台關係現代化的重要一步,也是在國際社會中捍衛台灣正當地位的重要舉措。法案對中國藉由扭曲聯合國大會第2758號決議等國際決議,意圖邊緣化台灣的行徑,形成有力反制。」
此項立法正值中國於台灣海峽日益升高軍事威脅之際,美國國會對印太民主盟友的支持也日益強化。美國眾議院外交事務委員會主席馬斯特(Brian Mast, R-FL)在議場辯論中表示:「台灣不僅是我們的夥伴,更是民主的前線。當盟友面臨壓力時,我們如何對待他們,將決定美國在全球的可信度。」
