Senate Committee Advances Two Key Bills on FAPA’s Legislative Agenda to Bolster Taiwan’s Defense and International Standing

On October 22, the U.S. Senate Committee on Foreign Relations advanced two key bipartisan bills on the Formosan Association for Public Affairs’ (FAPA) legislative agenda — the PORCUPINE Act (S.1744) and the Taiwan International Solidarity Act (S.2224) — aimed at strengthening U.S. support for Taiwan’s defense capabilities and expanding its international space. At the same markup hearing, the Committee also approved additional pro-Taiwan measures, including the Deter PRC Aggression Against Taiwan Act (S.2960) and the U.S.-Taiwan Partnership in the Americas Act (S.2684), underscoring broad and steadfast bipartisan support in Congress for Taiwan amid China’s intensifying aggression.

The Providing Our Regional Companions Upgraded Protection in Nefarious Environments Act, or PORCUPINE Act, introduced by Senate Foreign Relations East Asia Subcommittee Chairman Pete Ricketts (R-NE) and Ranking Member Chris Coons (D-DE), would expedite the delivery of U.S. arms to Taiwan by designating it as a “NATO Plus” partner under the Arms Export Control Act — the same status given to Japan, South Korea, Israel, Australia, and New Zealand. The bill also establishes a mechanism to facilitate third-party transfers of U.S.-made defense articles from NATO and NATO-Plus countries to Taiwan.

The Taiwan International Solidarity Act, led by Sens. Chris Van Hollen (D-MD) and John Curtis (R-UT), counters China’s misrepresentation of United Nations General Assembly Resolution 2758 by clarifying that the resolution does not address Taiwan’s sovereignty or international representation. The bill also directs the U.S. government to actively oppose Beijing’s efforts to diplomatically isolate Taiwan, particularly within international organizations. The House companion of the bill (H.R.2416) passed the chamber in May via voice vote.

Formosan Association for Public Affairs (FAPA) National President Dr. Su-Mei Kao stated, “FAPA has been working closely with the sponsoring offices to advance both the PORCUPINE Act and the Taiwan International Solidarity Act. These bipartisan bills were among FAPA’s top legislative priorities during our National Advocacy Conference in September, where 112 members from 24 chapters across 16 states met with more than 130 congressional offices on Capitol Hill to advocate for Taiwan. Senator Pete Ricketts even delivered a video remark to our delegation during the conference banquet in support of Taiwan and FAPA.”

Dr. Kao continued, “We also mobilized a nationwide petition campaign in support of these bills, engaging more than 800 supporters who sent over 1,500 letters to the Senate.”

“Both of these bills reaffirm the United States’ commitment to international leadership and its support for a critical democratic partner, Taiwan,” Dr. Kao concluded. “They demonstrate that credible deterrence is the surest path to peace and stability in the Indo-Pacific. We commend the Senate Foreign Relations Committee for its bipartisan leadership and urge Senate leadership to bring these bills to the floor for swift passage.”

參議院外委會通過兩項 FAPA 重點法案 強化台灣防衛能力與國際地位

2025年10月22日,美國聯邦參議院外交委員會通過了台灣人公共事務會(FAPA)立法議程中的兩項重要跨黨派挺台法案──《豪豬法案》(S.1744)與《台灣國際團結法案》(S.2224),旨在強化美國對台灣防衛能力的支持,並拓展台灣的國際空間。同場審議會中,外委會亦通過其他重要友台法案 ,包括《嚇阻中國侵略台灣法案》(S.2960)以及《美台美洲夥伴關係法案》(S.2684),凸顯美國國會在中國持續加劇侵略行徑之際,對台灣展現出廣泛且堅定的跨黨派支持。

《豪豬法案》(PORCUPINE Act),全名為《為區域同伴提供險惡環境下的升級保護法案》(Providing Our Regional Companions Upgraded Protection in Nefarious Environments Act,依起首字母簡稱為 PORCUPINE Act), 由外交委員會亞太小組主席瑞克茲(Pete Ricketts, R-NE)與民主黨首席議員昆斯(Chris Coons, D-DE)共同提出,旨在將台灣列為「NATO Plus」夥伴,以加速並簡化受美國《武器出口管制法》拘束的對台軍售流程。此舉將使台灣能與日本、韓國、以色列、澳洲及紐西蘭等盟友享有同等的軍售待遇。該法案並將建立一項機制,以促進北約(NATO)及「NATO Plus」國家向台灣進行美製武器裝備的第三方移轉。

《台灣國際團結法案》由范霍倫(Chris Van Hollen, D-MD)與匡希恆(John Curtis, R-UT)領銜提出,旨在駁斥中國對聯合國大會第2758號決議的惡意曲解,澄清該決議並未涉及台灣的主權或國際代表權,並要求美國政府積極反對北京在外交領域及國際組織中孤立台灣的行徑。其眾議院對應法案(H.R.2416)已於今年5月以口頭表決方式獲得通過。

FAPA 總會會長林素梅博士表示:「FAPA持續與相關提案議員辦公室密切合作,全力推動《豪豬法案》與《台灣國際團結法案》。這兩項跨黨派法案也是今年九月FAPA全國倡議大會的優先立法重點之一。當時共有來自全美16州、24個分會的112名會員齊聚華府,在國會山莊拜訪超過130個聯邦參、眾兩院議員辦公室,為台灣發聲。瑞克茲參議員並特別錄製致詞影片,於倡議大會晚宴中播放,表達對台灣及FAPA的支持。」

林會長並指出:「FAPA近期亦發起全請願行動,已有超過800名民眾響應,並向參議院送出逾1,500封連署信函,展現台美人社群對這兩項法案的高度支持。」
