Unanimous Senate Passage of PORCUPINE Act to Bolster Taiwan’s Deterrence; FAPA Urges Swift House Action
The Formosan Association for Public Affairs (FAPA) commends the U.S. Senate for passing the PORCUPINE Act (S.1744) by unanimous consent on December 11, 2025. This decisive, bipartisan action demonstrates the Senate’s unequivocal support for Taiwan and removes critical bureaucratic hurdles to arming Taiwan, ensuring Taiwan maintains the capabilities necessary to deter invasion by the People’s Republic of China.
FAPA National President Dr. Su-Mei Kao stated, “We commend Senators Pete Ricketts and Chris Coons for their leadership in recognizing that credible deterrence is the surest path to peace and stability in the Indo-Pacific. The Senate’s unanimous passage of the PORCUPINE Act sends an unmistakable message to Beijing: the U.S. Congress is united in its resolve to stand with Taiwan.”
The Providing Our Regional Companions Upgraded Protection in Nefarious Environments Act, or PORCUPINE Act, introduced by Senate Foreign Relations East Asia Subcommittee Chairman Pete Ricketts (R-NE) and Ranking Member Chris Coons (D-DE), would expedite the delivery of U.S. arms to Taiwan by designating it as a “NATO Plus” partner under the Arms Export Control Act — the same status given to Japan, South Korea, Israel, Australia, and New Zealand. The bill also establishes a mechanism to facilitate third-party transfers of U.S.-made defense articles from NATO and NATO-Plus countries to Taiwan, broadening the coalition of support available for Taipei.
FAPA has advocated for this “NATO Plus” designation to address the backlog of arms sales and modernize the U.S.–Taiwan security partnership. Dr. Kao emphasized, “Since the beginning of this year, FAPA has worked closely with the office of the bill’s lead sponsor, Sen. Ricketts, to advance the PORCUPINE Act. With this bill as one of our top legislative priorities, we mobilized our National Advocacy Conference in September, where 112 members from 24 chapters across 16 states met with more than 130 congressional offices on Capitol Hill to advocate for Taiwan.”
Dr. Kao added, “Shortly before the bill advanced through the Senate Foreign Relations Committee in October, FAPA sustained its advocacy efforts and mobilized a nationwide grassroots campaign, which has engaged more than 900 supporters and generated over 1,800 letters to the Senate in support of this legislation.”
Now that the Senate has taken this decisive action, FAPA will carry this momentum forward in the House to ensure the PORCUPINE Act becomes law.
美國參議院一致通過《豪豬法案》以增強台灣嚇阻力;FAPA 敦促眾議院迅速採取行動
台灣人公共事務會(FAPA)讚揚美國參議院於 2025 年 12 月 11 日以一致同意方式通過《豪豬法案》(S.1744)。這項果斷的跨黨派行動展現了參議院對台灣堅定不移的支持,並消除對台軍備交付的關鍵官僚障礙,確保台灣維持嚇阻中華人民共和國入侵所需的必要能力。
FAPA 總會會長林素梅博士表示:「我們肯定參議員瑞克茲(Pete Ricketts)與昆斯(Chris Coons)的領導,他們體認到『可信嚇阻』是印太地區和平與穩定的最可靠途徑。參議院一致通過《豪豬法案》,向北京傳達一個明確無誤的訊息:美國國會團結一致,堅定決心與台灣站在一起。」
《豪豬法案》全名為《為區域同伴提供險惡環境下的升級保護法案》(Providing Our Regional Companions Upgraded Protection in Nefarious Environments Act,簡稱 PORCUPINE Act),由參議院外交委員會亞太小組主席瑞克茲(Pete Ricketts, R-NE)與首席議員昆斯(Chris Coons, D-DE)提出。該法案旨在透過將台灣指定為《武器出口管制法》(Arms Export Control Act)下的「北約加」(NATO Plus) 夥伴(與日本、南韓、以色列、澳洲和紐西蘭享有相同地位),以加快美國對台軍售的交付。該法案亦建立一項機制,促進北約(NATO)及「北約加」國家向台灣進行美製防衛物資的第三方移轉,擴大可支持台北的聯盟。
FAPA 長期倡議爭取此項「NATO Plus」地位,以解決對台軍售積壓問題並使美台安全夥伴關係現代化。林會長強調:「自今年年初以來,FAPA 便與該法案主要提案人瑞克茲參議員的辦公室密切合作,共同推動《豪豬法案》。該法案亦是我們的首要立法優先事項之一;在今年 9 月 FAPA 全國倡議大會期間,我們動員了來自全美 16 個州、24 個 FAPA 分會的 112 位會員,在國會山莊拜會超過 130 個國會辦公室,為台灣發聲。」
林會長補充道:「就在該法案於 10 月通過參議院外交關係委員會之前不久,FAPA 持續推動倡議工作,並發起全美草根請願行動,截至目前已有超過 900 名支持者響應,並向參議院發出1,800 多封支持該法案的信函。」
如今,參議院已果斷採取行動通過此法案,FAPA 將把這股支持與氣勢帶進眾議院,確保《豪豬法案》順利完成立法並成為法律。
