FAPA Mobilizes Nationwide Grassroots Support as NDAA Advances Taiwan Priorities
The Formosan Association for Public Affairs (FAPA) welcomes Congress’s final passage of the Fiscal Year (FY) 2026 National Defense Authorization Act (NDAA) on December 17, which includes multiple key provisions long championed by FAPA and the Taiwanese American community.
The bill authorizes a historic $1 billion for the Taiwan Security Cooperation Initiative (TSCI) and directs the Pentagon to collaborate with Taiwan on a joint program for uncrewed and counter-uncrewed systems, while also allowing U.S. forces to continue training with Taiwan and regional partners to counter Beijing’s malign influence operations. It also includes the Taiwan Non-Discrimination Act, which supports Taiwan’s bid to join the International Monetary Fund (IMF), and calls for expanded U.S.–Taiwan Coast Guard training and the deployment of U.S. personnel to Taiwan to strengthen maritime security, law enforcement, and deterrence.
“This year’s NDAA sends a clear signal: Taiwan matters to U.S. national security,” said FAPA National President Dr. Su-Mei Kao. “The robust pro-Taiwan measures in the 2026 NDAA align with FAPA’s longstanding calls for more substantive and multi-faceted U.S.–Taiwan cooperation. FAPA has urged Congress to strengthen the Taiwan Security Cooperation Initiative, counter China’s gray-zone incursions through expanded U.S.–Taiwan Coast Guard cooperation, address delayed arms-delivery timelines, and accelerate collaboration on emerging technologies such as drone development. We urge the administration to implement these measures swiftly and decisively, in line with the urgency of the evolving regional security environment.”
“Furthermore, the defense package also includes one of FAPA’s key priorities this year—the Taiwan Non-Discrimination Act—which supports Taiwan’s entry into the IMF,” Dr. Kao added. “The bill’s passage symbolizes Congress’s recognition that Taiwan’s international participation is just as essential to U.S. defense strategy in the Indo-Pacific.”
“FAPA also acknowledges the critical role played by the thousands of Taiwanese Americans who joined our nationwide petition and letter-writing campaign to underscore China’s continued coercion of Taiwan and its international partners. These congressional gains would not have been possible without the constituents who showed up, wrote letters, met with their representatives, and made clear why Taiwan matters and what is at stake,” Dr. Kao emphasized. “Our grassroots advocacy—powered by thousands of voices—continues to inspire and remains one of the most potent instruments for bolstering U.S.–Taiwan relations.”
FAPA reaffirms its commitment to mobilizing the Taiwanese American community and will continue to push for the full implementation of the NDAA’s pro-Taiwan provisions.

台灣人公共事務會（FAPA）肯定美國國會於 12 月 17 日最終通過的 2026 財政年度《 國防授權法》（National Defense Authorization Act, NDAA）。該法案納入多項長期由 FAPA 及台美人社群積極倡議的關鍵條款。
此法案為「台灣安全合作倡議」（Taiwan Security Cooperation Initiative）授權了歷史性的 10 億美元經費，並指示五角大廈與台灣就「無人機及反無人機系統」展開合作計畫；同時授權美軍繼續與台灣及區域夥伴進行訓練，以因應北京的惡意影響力行動。此外，法案還納入了《不歧視台灣法案》（Taiwan Non-Discrimination Act），支持台灣加入國際貨幣基金組織（IMF），並呼籲擴大美台海巡訓練，以及向台灣派駐美方人員，以強化海上安全、執法與威懾力。
FAPA 總會會長林素梅博士表示：「今年的《國防授權法》傳遞了一個明確訊息：台灣對美國國家安全至關重要。2026 NDAA 中強力的挺台措施，與 FAPA 長期以來呼籲建立更實質性、多面向美台合作的目標一致。FAPA 一再敦促國會強化『台灣安全合作倡議』、透過擴大美台海巡合作來反制中國的灰色地帶侵擾、解決軍售 交付時程延宕問題，並加速在無人機研發等新興技術上合作。我們呼籲美國行政部門迅速且果斷地落實這些措施，以因應日益急迫的區域安全情勢。」
「此外，該《國防授權法》亦納入了 FAPA 本年度的重點倡議項目之一 —— 支持台灣加入國際貨幣基金組織的《不歧視台灣法案》，」 林會長補充表示 。「此法案的通過，彰顯美國國會已認知到，台灣的國際參與對美國在印太地區的國防戰略而言同樣不可或缺。」
林會長強調：「FAPA 也要感謝數以千計的台美人所扮演的關鍵角色，他們參與了我們的全美倡議與寄發請願信行動，凸顯了中國對台灣及其國際夥伴的持續施壓與脅迫。若沒有這些選民挺身而出、寫信、拜會美國國會議員或其辦公室，並闡明台灣對美國的重要性與利害關係，這些國會法案的推動與成果將無法實現。我們由成千上萬民眾心聲所匯聚的草根倡議力量，不僅激勵人心，更是強化美台關係最強而有力的工具之一。」
FAPA 將繼續致力於動員台美人社群，並將持續推動《國防授權法》中所有挺台條款的全面落實。
